June 27th 2017
The Antony Parish Council met on June 27th, 2017, to discuss various matters affecting the village, approving key payments and reviewing ongoing community projects and planning applications.
Key Updates
- Playpark Maintenance: Councillors Pidgen and Lobb are tasked with repairing the fence at the Wilcove / Antony Playpark.
- Footpath Improvements: The Clerk will follow up with Adrian Drake (Cormac) for an update on the quote to improve the footpath area for Antony church chippings.
- Wilcove Moorings Contract: Councillor Carter will contact P Cressy from Savilles to expedite the renewal of the Wilcove Moorings contract.
- Antony to Tregantle Footpath: This footpath has been successfully trimmed back, improving access.
- Flooding Near Coach House: Councillors Coward and Knott will review the ongoing flooding issue near the Coach House.
- Pengelly Close Signage: The Clerk will follow up with Adrian Drake from Cormac regarding the Pengelly Close sign, which was replaced in the wrong location.
- Abandoned Car Removed: An abandoned car in the Antony car park has been removed.
- Defibrillator Funding: The application for British Heart Funding for a defibrillator is still awaiting the opening of the application window.
- CCTV Update: No funding is currently available for CCTV improvements.
- Yonderberry Cottage Construction: It appears tenants have continued building, and a trampoline has not been moved. The Clerk will contact Cornwall housing for feedback to the Council.
- New Playground Equipment: The Clerk will complete an application for playground equipment via Tesco and Groundwork South West. Councillor Lobb will choose an item for the Antony play area.
- Post Box Micro-Library: The Council acknowledged comments from Mr. Burrows regarding the potential for the post box to be used as a micro-library and will consider grass control in Wilcove.
Planning Applications
The Council reviewed several planning applications:
- 2 Pengelly Park: A single-storey extension and garage have been approved by Cornwall Council.
- Antony House, Ferry Lane, Wilcove: A temporary staircase from the roof garden to the garden has been approved by the Council.
- Ferrymans Cottage, Ferry Lane, Wilcove: Repairs and maintenance for a training facility were approved by the Parish Council and are now awaiting Cornwall Council's decision.
Financial Overview
- Payments Approved: Total expenditure of £1,540.45 was approved, covering various services and administrative costs, including salaries, grass control, and churchyard maintenance.
- Financial Report (as of June 21st, 2017): The Council has brought forward £7,984 and received £3,743 in receipts so far this year, which is 45% of the budgeted receipts. Total payments currently stand at £2,370, representing 23% of the budgeted payments for the year.
- Total Funds Available: As of June 21st, 2017, the total funds available to the Council are £12,793.45.
- Transparency Funding: A claim has been made for £360 to cover website costs and administrative charges, which was approved.
- LMP Payment: £162 was received for 2016/17 Footpath maintenance.
- Internal Audit: The internal audit for the Council's finances is complete.
Community Benefit Fund
- Fund Status: The Solar Field Community Benefit Fund has £3,496.00 available as of June 21st, 2017.
- Recent Expenditure: £360 has been expended from the fund, including £300 for the Tamar Community Trust Wacker quay project and £60 for the Wilcove Gardening Club.
- Hollong Park Planters: A budget of £60 was approved for shrubs in the Hollong park planters, to be paid from the Community Benefit Fund.
Public Information & Safety
- Scraesdon Firing: The Ministry of Defence confirmed that firing at Scraesdon does not use live ammunition and the land is not open to the public, therefore there is no obligation to publish firing dates or times.
- Noise Pollution (A374): Cormac has stated that sound barriers to address noise pollution on the A374 would only be considered when constructing new highways or developments.
- Police Report: Sergeant Jo Williams informed the Council that for non-emergency issues, villagers should call 101. Amy Wooldridge, a staff member from Torpoint, would respond. Incidents can also be reported via the Devon and Cornwall Police website.
- Tregantle Rubbish Issues: The beach west of Sharrow and the Tregantle beach access footpath are Mod-owned, with permissive public access. The MOD has posted signs indicating that if rubbish is not removed by the public, they may consider closing access. Councillor Trubody has contacted Biffa for increased refuse collections at the top of the path.
