April 11th 2017

The Antony Parish Council convened on April 11th, 2017, to discuss ongoing community projects, financial matters, and important updates impacting the village. Key discussions included local amenities, planning applications, and various funding initiatives.

Key Decisions & Actions

  • Playpark Maintenance: Work is ongoing, and an annual inspection for the Wilcove/Antony Playpark is scheduled to be booked.
  • Antony Church Chippings: Feedback is currently awaited from the Countryside Officer regarding concerns about the church chippings.
  • Antony Estate Contracts: The Clerk will follow up to secure copies of outstanding contracts and a response concerning the expired Wilcove Mooring contract.
  • Antony Phone Box: Refurbishment efforts by Mr and Mrs Ferguson are progressing, with £49 having been reimbursed to date.
  • Pothole Repairs: Potholes in both Antony and Wilcove have been successfully filled.
  • Footpaths & Parking: Meetings have been arranged with Cornwall Highways to address concerns regarding the Antony to Tregantle footpath and parking issues in Pengelly Close.
  • Flooding Investigation: Councillors Coward and Knott will investigate a flooding issue reported near Coach House.
  • Grass Control: Contractors have been approved to continue with the grass control program for 2017/2018.
  • Antony Road Surface: Minor repair work has been carried out on the Antony Road surface, and a further meeting with Cornwall Highways is planned.
  • Noticeboard Repair: Councillor Shepherd kindly repaired the noticeboard glass at a cost of £45.
  • Abandoned Car: The Clerk will contact Antony Estates regarding the removal of an abandoned car from the Antony car park.
  • Defibrillator Funding: Although the British Heart Foundation's funding process has concluded, Councillor Shepherd will explore alternative funding options for a defibrillator.
  • Bank Account Signatories: Changes to the bank account signatories have been successfully completed.
  • Annual Audit: The Annual Audit Statement and Governance Statement were formally agreed upon.
  • Street Licence Application: The Council did not support an application for a street licence to sell hot food and surf equipment from a caravan near Tregantle beach, primarily due to concerns about potential overnight stays on site.

Community Projects & Funding

  • Wacker Quay Project: A request for £300 to support work on the Robert Plumb Wacker Quay project for 2017/18 was approved. This funding will come from the Community Benefit Fund Account (Solar panel money).
  • Neighbourhood Plan Update: Discussions took place regarding the upcoming Referendum and the final Neighbourhood Plan. Concerns were raised that central funding for Cornwall would likely be reduced by 2020, suggesting that five local parish councils could collaborate to address local issues and potentially save costs.
  • Wilcove Planters: A £60 donation was approved for the Wilcove Gardening Club to help replenish the village planters. This donation will be drawn from the Community Benefit Fund.
  • CCTV in Wilcove: Councillor Shepherd has agreed to research possible funding sources for CCTV installation in Wilcove.

Finance Matters

  • Year-End Finance Report: The year-end accounts were reviewed and approved. However, the Council noted concerns that payments were exceeding receipts, leading to a depletion of reserves year on year.
  • Funds Carried Forward: A total of £11,840 will be carried forward into the 2017/2018 budget. This sum includes £3,856 from the Community Benefit fund and £7,984 from Antony Parish Council's general funds.
  • Payments Approved: Various payments were approved for services rendered, including Clerking fees, strimming services, Wilcove Village Hall rent, Phone box refurbishment, and grass control.

  • Parish Council Election 2017: As the Antony Parish Council election is uncontested, all existing Councillors will be duly appointed on May 4th. Councillors are required to meet at Wilcove Village Hall on Monday, May 8th, 2017, at 5pm to complete the necessary Declaration of Acceptance of Offer and Declaration of Interest paperwork.
