April 13th 2021

The Antony Parish Council met on April 13th, 2021, to discuss various community
matters, ongoing projects, and financial updates. The meeting addressed local
amenities, infrastructure, and preparations for the upcoming May election. The
Council also acknowledged the passing of the Duke of Edinburgh and former,
long-serving Councillor Robert Carter.

Community Updates & Projects

  • A new Wilcove Footpath sign from Horson to Antony Drive has been erected.
  • Arrangements are being made for the relocation of a memorial bench for D
    Pidgen.
  • The safety report for the Antony and Crafthole Circulatory scheme is
    complete.
  • Plans for the Woodland Trust trees scheme are progressing, with 30 trees
    still to be planted, and locations are being agreed upon by Councillors.
  • The bus bay in Antony village has been successfully relocated.
  • The Parish Council website is now fully accessible and has enhanced
    security.
  • The boat at Wilcove Moorings has been removed.
  • Antony Estates is open to a permissive footpath proposal from Wilcove to
    Wacker; further discussions on setup and maintenance costs will take place.
  • The majority of replacement grit bins in Wilcove are in place, with the
    remaining two and salt to be organised by Councillor Shepherd.
  • A new bench has been installed in the Wilcove play area.
  • Remedial work following playground inspections at Antony and Wilcove
    Playgrounds is complete, and volunteers are hoped for routine maintenance.
  • The lighting at Antony Church was acknowledged for its positive impact
    during the winter lockdown.
  • The Clerk will chase Cornwall Highways to clear the path opposite Carew
    Arms.
  • An issue regarding an overhanging hedge near Ivy Cottage in Antony will be
    addressed with Antony Estates.
  • The "South West Water alarm" issue in Wilcove has been resolved.
  • Improvements for the Pengelly Hill footpath are currently being assessed.
  • Hedge trimming on Abbotscourt Lane will be pursued with Antony Estates.
  • The Café Roma street trading application was approved by Cornwall Council,
    despite the Parish Council's opposition.
  • The ongoing issue of parking at Tregantle is awaiting a solution from
    Cornwall Highways.
  • Discussions are underway regarding the Antony phone box needing repair and
    painting before a defibrillator can be installed. Concerns about liability
    for its maintenance are being investigated with the British Heart
    Foundation.
  • The Council approved a donation of £200 to the church to cover the costs of
    maintaining the churchyard.
  • Four Cherry blossom trees will be purchased for the village as a memorial
    to former Councillor Carter, with a budget of £150.
  • The swings in Antony playpark are due to be replaced.
  • Mr Parsons has been instructed to trim hedgerows from the Wilcove phone box
    to the village hall.

Financial Matters

  • Payments totalling £4,011.98 (gross) were formally approved for various
    services and repairs.
  • The annual budget for 2021/22 was reviewed and approved, with total
    projected receipts of £17,012 and payments of £22,696, resulting in an
    expected carry forward of £23,386.
  • As of March 31st, 2021, the Parish Council had total funds available of
    £29,069.86, with £19,146.52 available excluding the Solar Community
    Benefit Fund.
  • The Solar Benefit fund currently has £9,923.34 available for community
    projects.
  • The Council noted receipt of its annual payment from British Renewables
    (£3,083.20) and a VAT claim refund (£726.40).
  • The total value of the Council's assets as of March 31st, 2021, including
    newly added grit bins, is £30,209.

Election and Future Plans

  • For the May 6th, 2021, Parish Council election, there are five unopposed
    candidates for six posts. The Council agreed to co-opt an additional
    member after the election has taken place.
  • An issue was discussed regarding a resident at 1 Pengelly Close and
    Cornwall Housing, with the Council clarifying that Councillor Shepherd had
    not directly contacted Cornwall Housing on the matter, only forwarding
    residents' concerns.
