The Antony Parish Council met on Thursday, April 27th, 2023, to discuss various community matters, appoint new leadership, review financial reports, and address ongoing projects affecting villagers.
Key Decisions
- New Leadership Appointed: Councillor Bulmer was appointed as the new Chairman, and Councillor Murray was appointed as the new Vice Chairman for Antony Parish Council.
- Cornwall Council Fixed Penalty Notice Training Declined: The Parish Council resolved unanimously to decline training regarding Cornwall Council's fixed penalty notice initiative, asserting their role is to represent parishioners, not to act as law enforcement.
Community & Infrastructure Updates
- Tregantle Yellow Lines: The yellow lines have been painted, but Cornwall Council is still awaiting a Traffic Regulation Order (TRO) to legally enforce them. Councillor Bulmer will confirm the status.
- Defibrillator Installation & Training: Defibrillators are now installed in the village, and a training session for 13 residents has been successfully completed.
- Play Area Maintenance: Councillors Murray, Lobb, and Bulmer will obtain quotes for essential maintenance at both the Wilcove and Antony play areas. Additionally, Councillors Bulmer and Lobb will seek quotes for new play equipment for the Antony play area.
- Pengelly Hill Footpath: The Council is awaiting necessary technical information from Carters to forward to the Ministry of Defence (MOD) concerning the proposed footpath.
- Antony Phone Box: A proposed business venture will not be using the phone box. It currently requires maintenance, and Councillors Lobb and Bulmer will follow up on this.
- Community Network Panel Updates:
- The 20mph/30mph speed limit initiative for Wilcove is on Cornwall Highways' schedule of works.
- The Antony school one-way scheme has also been approved and scheduled by Cornwall Highways.
- The Community Network Panel is being rebranded as the Community Area Partnership and will now include Looe and Liskeard.
- There is no new information regarding the Antony / Crafthole scheme; the Clerk will follow up.
- Wilcove Allotment Hedge Repair & Unsafe Trees: Both of these maintenance tasks are on Antony Estates' schedule to be completed.
- Public Rights of Way: Concerns were raised about the Right of Way to Pato Point and Jupiter Point, noting that all rights of way must be registered by 2026. The Pato Point sign has been removed and should be replaced. It was also noted that Antony Estates have occasionally closed off the road to Jupiter Point. The Clerk and Councillor Bulmer will investigate further.
Financial Overview
The Council reviewed and approved several financial reports:
- Payments: Total payments of £3,828.36 were reviewed and approved for various services and projects.
- Asset Register: The asset register was reviewed and approved, showing a total purchase value of £46,066.
- Solar Community Benefit Fund: This fund report was reviewed and approved. As of March 31st, 2023, £6,129.07 was available, with £3,644.16 spent during 2022/23.
- Bank Reconciliation Reports: Both the March 31st, 2023, and April 30th, 2023, bank reconciliation reports were reviewed and approved, showing total funds available of £22,120.29 (March) and £26,835.14 (April), respectively.
Planning Matters
- Beach Cottage Planning Application (PA23/04821): After a detailed discussion concerning potential obscured views, dangerous road access, and foundation strength, the Parish Council decided to remain neutral on this application. They resolved to comment on the Planning Portal, requesting Cornwall Council's planning department to conduct an on-site visit due to the complexities involved.
Other Important Notes
- Correspondence Received: A thank you card was received from King Charles, acknowledging the Parish Council's letter of condolence following the death of Queen Elizabeth II.
- Street Trading Application: The Council agreed that no comment was required for the "Simply Noodles" street trading application.
- Annual Audit: It was unanimously agreed that the Clerk could submit the certificate for exemption to external auditors BDO LLB for the 2022/23 audit. No Councillors declared any conflict of interest with BDO LLB.
