Key Decisions
- Asset Management Register: The updated Asset Management Register was approved.
- Internal Auditor: Jill Padmore was approved as the Internal Auditor for Antony Parish Council.
- Annual Governance and Accounting Statements: Both the Annual Governance Statement 2018/19 and the Accounting Statement for 2018/19 were reviewed and approved.
Community Updates and Projects
- Wilcove Shoreline: Councillor Carter organised a temporary fix for the shore road. While the Environment Agency recommended hardcore, Highways has no budget for such a project. The Wilcove Parish Councillors will monitor this road.
- Wilcove Woodland Walk: Repairs to gateways along this route are planned, with quotes ranging between £1600 and £1900. These repairs will be funded from the Solar Benefit fund. Councillors Carter and Shepherd are scheduled to meet Mrs Jordan on site to review the situation.
- Wilcove Safety Mirror: Councillor Shepherd has completed the installation of a safety mirror at the Wilcove Playpark.
- Antony Playpark: Councillor Lobb has completed necessary repairs in Antony Playpark.
- New Bench for Antony Playpark: The purchase of a new bench for Antony Playpark, up to £250, was approved and will be funded from the Antony village allocation of the Solar Benefit fund.
- Grass Strimming: The Council agreed to request Mr. Parsons to strim the grass at the top of the hill and Coombe Park.
- Yonderberry Refuelling Jetty: Torpoint Town Council confirmed they had not been made aware of any changes to the location of the jetty.
- Planning Application: 15 Pengelly Park: A new application for an extension at 15 Pengelly Park was noted. Councillors Carter and Shepherd will review this and advise the Clerk.
- Pengelly Hill Sign: The Clerk will contact the Highways department to ask for a replacement sign.
- Wilcove Speeding and Unsocial Behaviour: Following police suggestions for intruder lights and a CCTV device as deterrents at Wilcove Community Hall car park, the Clerk will report speeding to the police. Councillors will also monitor the situation.
- White Lines in Wilcove: The painting of white lines in Wilcove, especially in Pengelly Park, was noted as needing attention.
- Horson Straight Footpath: The Clerk will report the unkempt state of the Horson Straight footpath to Cornwall Council. The Council's policy is to delay strimming until later in the season to allow wildflowers to bloom and seed.
- Jupiter Point Footpath: It was noted that Antony Estates believe the permissive right of way for this footpath was rescinded in the 1980s. Councillor Knott will investigate this further.
- Village Noticeboards: Both village noticeboards need attention; Councillors will review the situation and decide on a plan of action.
Financial Overview
- Bank Balance: As of April 5th, 2019, Antony Parish Council had a total of £23,997.69 in its bank accounts, with £9,142.80 specifically allocated for community benefit projects.
- Solar Benefit Fund: The Solar Benefit fund was approved, and currently has £5,656.40 of unspent funds available for community projects. Proposed projects include:
- Wilcove Woodland Walk: estimated maximum £1900.
- Security measures at Wilcove Hall: estimated maximum £600.
- Additional play equipment in Wilcove Playpark: cost currently unknown; Mrs Jordan will obtain costings.
- Approved Payments: Payments totaling £819.70 for April 2019 and £567.78 for March 2019 were approved, covering various council operations and community-related expenses.
- Annual Financial Summary: For the 2018/19 financial year, the annual gross income was £14,338, and the annual gross expenditure was £9,470.
- Charitable Funding: The Council agreed to provide £25 each to Chat and First Responders from Parish Council funds.
