August 11th 2020

The Antony Parish Council held its meeting on August 11th, 2020,
discussing a range of community matters, including ongoing
maintenance of village amenities, financial updates, and planning for
future projects.

Community Projects & Amenities

  • Wilcove Community Playground:
    • Removal of matting is pending due to Covid restrictions;
      Councillor Carter will obtain a quote for its removal.
    • Discussions were held regarding general maintenance and the
      use of equipment by adults. Councillor Coward will speak to
      the adults concerned.
    • The annual inspection is scheduled for September, and the Clerk
      will provide details of play equipment maintenance firms.
    • R Butcher has offered to raise funds for new play equipment
      and assist with necessary repairs.
    • Councillor Knott will contact the family who erected a bench to
      arrange its maintenance.
  • Footpaths & Signs:
    • Erection of the Wilcove Footpath sign (Horson to Antony Drive)
      remains outstanding.
    • Work on Woodland walk signs is on hold due to Covid
      restrictions; Councillor Knott will follow up.
    • Approval has been given for a potential new footpath route at
      Pengelly Hill; Councillors Knott, Carter, and Shepherd will
      evaluate it, and a village working party or volunteers may be
      needed.
    • Councillor Knott is continuing investigations into registering
      and reinstating the Wilcove to Wacker path by the 2026
      deadline.
  • Memorial Bench for D Pidgen: A budget of £1,000 has been
    approved from the Solar benefit fund for a memorial bench.
    Councillor Bulmer will order the bench, and Carter Excavations
    will quote for the base.
  • Antony and Crafthole Circulatory Scheme: Consultation is
    expected to begin in September, following feedback from Cornwall
    Highways.
  • Woodland Trust Trees Scheme: Councillors Knott, Carter, and
    Shepherd will identify suitable locations in the village for planting
    trees.
  • Relocation of Bus Bay: Awaiting a meeting of the Rame transport
    user group in the Autumn to discuss the relocation of the bus bay
    in Antony village.
  • Website Update: The Clerk will instruct Western Web to upgrade
    the Parish Council website to ensure legal compliance.
  • Fencing Improvements to Antony Play Area: The Clerk will seek a
    quote from Carter Excavations for fencing improvements, as the
    previous contractor has withdrawn.
  • Replacement Grit Bins in Wilcove: The Clerk will obtain a quote
    for new grit bins.
  • Community Assets in Antony Parish: Discussions were held about
    registering key village facilities, such as public houses, allotments,
    play areas, and village halls, as Community Assets for 5 years of
    protection. Councillor Bulmer will investigate further.

Financial Updates

  • Payments Approved: The Council approved payments for March
    2020 (£807.02), April 2020 (£1,035.63), May 2020 (£363.50), June
    2020 (£707.17), and July 2020 (£854.44).
  • Financial Reports Approval: The Asset Management Report
    (31/3/2020), Solar Benefit Fund report (31/3/2020), and Bank
    Reconciliation reports for both 2019/20 (as of 31/3/2020) and
    2020/21 (as of 31/7/2020) were all reviewed and approved.
  • Available Funds (as of 31/7/2020): Total funds available were
    £28,965.09, with £10,626.88 in the Solar benefit fund and
    £18,338.21 in Parish Council funds (excluding Solar Community
    Benefit Fund).

Village Matters & Consultations

  • Pengelly Close Property Concerns: Cornwall Housing will be
    informed about representations made regarding parking and noise
    issues at a property in Pengelly Close.
  • Tregantle Parking Issues: Parking problems on Military Road due
    to increased vehicles were discussed. A bid for Phase 4 Network
    Funding has been submitted to address this, and Cornwall Council
    highways advice is being sought.
  • Illegal Parking at Wilcove Jetty: To discourage group gatherings,
    Councillor Knott will investigate a suitable position for signs
    regarding illegal parking at the Wilcove Jetty.
  • Wilcove Litter: Following concerns about dog waste in the Wilcove
    Inn litter bin, the pub confirmed the bin is emptied daily, making a
    second bin unnecessary. This matter is now closed.

Policies & Audits

  • Policy Review: Standing Orders, Financial Regulations, and the
    Financial Risk Assessment were reviewed and approved with minor
    adjustments due to Covid.
  • Annual Audit: The Annual Governance Statement, Annual
    Accounting Statement, and Exemption Certificate were reviewed
    and approved. The Internal audit is complete and will be submitted
    to national auditors.
