The Antony Parish Council held its meeting on Thursday, December 10th, 2020, addressing various community matters, including local infrastructure, safety, and amenities. Key decisions were made regarding playground equipment, path improvements, and local services.

Community Updates

  • Wilcove Community Playground Matting: An inspection found the matting is not currently a Health and Safety issue.
  • Wilcove Footpath Sign (Horson to Antony Drive): Installation has been delayed due to Covid restrictions. Councillor Shepherd will arrange for the necessary digging.
  • Woodland Walk Signs: These signs will be funded by the Wilcove Community Association (WCA).
  • Memorial Bench for D Pidgen: The bench has been delivered and is awaiting installation by Antony Estates. Councillors will follow up on this.
  • Woodland Trust Trees Scheme: Locations in Wilcove Village have been identified for tree planting. Councillor Shepherd will finalize the planting schedule and seek approval from Antony Estates.
  • Wilcove Playground Inspections: Recommendations from an annual inspection are being addressed, and a quote is being prepared for necessary work.
  • Antony Play Area: Equipment is being rectified, and Councillors are gathering resident feedback on desired additional play equipment.
  • Antony Cemetery Responsibility: It was clarified that the open cemetery at Antony is the responsibility of the Church, not the Parish Council.
  • Antony Church Lighting: The Council approved a £100 donation to Antony Parish Church to cover electricity costs for lighting until Spring, funded by the Solar Benefit Fund.
  • Café Roma Street Trading Application: The Council did not approve the renewal of this application due to concerns over parking issues and road safety at Tregantle.
  • Wilcove Sewage Pumping Station Alarm: The alarm at the station behind the Wilcove Inn has been sounding during high tides or heavy rainfall. The Clerk will report this to South West Water and ask Antony Estate to display emergency contact details at the pub.

Infrastructure & Amenities

  • Wilcove Moorings Boat: The boat on the foreshore is nearing completion and is expected to be removed soon.
  • Wilcove to Wacker Path: The Council discussed this footpath, and the Clerk will pursue further action by writing to Antony Estates.
  • Tregantle Parking Issues: £5,000 has been approved by the SE Cornwall Network group to explore options for improving the parking situation at Tregantle. Councillor Bulmer will follow up on the role of the police regarding potential double yellow lines and request funding for a main car park sign.
  • Wilcove Jetty No Parking Signs: Councillor Knott will follow up on the installation of these signs.
  • Replacement Grit Bins in Wilcove: Cornwall Council will not replace damaged grit bins free of charge. The Council unanimously agreed to purchase 6 new bins for Wilcove at a cost of £539.64 (including VAT), to be funded by the Community Benefit Fund.
  • New Bench in Wilcove Play Area: A new bench has been purchased by Mrs Waters, and Councillor Shepherd has agreed to install it. The Clerk will send a thank you.
  • Overhanging Hedge (Ivy Cottage, Antony): The hedge has been trimmed but remains dangerous. The Clerk will contact Antony Estates to request further trimming to ensure pedestrian safety.
  • Path Clearing Opposite Carew Arms (Antony): The pavement from the Old Vicarage to the garage junction is overgrown, causing residents to walk in the road. The Clerk will report this to Cormac.
  • Hedge Trimming (Abbotscourt Lane): The Clerk will contact Cormac to request trimming of the hedges.

Financial Matters

  • Asset Register: The asset register was reviewed and approved. Several unsafe items have been removed from the Antony Play Area and will be written off the register.
  • Election Forecast Costs: It was noted that the May 2021 election could cost more than budgeted, but the Council's reserves would cover any overspend.
  • Traffic Enforcement Scheme: The Council decided not to join the new scheme due to its proposed cost of £750.
