The Antony Parish Council held its meeting on December 1st, 2015, addressing various community concerns and approving several key initiatives, including updates on the parish website, local play areas, and traffic issues.

Community and Amenities Updates

  • One animal-related incident was reported by the Police.
  • Antony Church Steps: Councillors remain concerned about the safety of the steps and are seeking a quote for a handrail to improve accessibility.
  • Tree Preservation Order (TPO): The Council will apply for a new TPO for trees and is requesting an update on when culled trees will be replanted as per the Antony Estates covenant.
  • Neighbourhood Watch: All Neighbourhood Watch signs have now been installed throughout the village.
  • Antony Parish Council Website: The new parish website is now live and operational. A claim for £1500 to cover its setup, computer equipment, training, and ongoing running costs for 2015/2016 was submitted and is expected to be approved in December, with funds becoming available in January.
  • Wilcove Telephone Box: Follow-up is underway regarding the proposed book and jigsaw swap centre for the community.
  • Replacement Noticeboards: Investigations are ongoing into suitable outdoor noticeboards, following a quote of £575 per board.
  • Antony Play Park: The Council is considering adding new play equipment for under 5s, specifically the 'Buzz' at a cost of £2364. This proposal will be reviewed once Solar funding is received.
  • Hedges at Hollong Park/Abbots Court Road: The Clerk will follow up with Cornwall Council as these hedges still require cutting.
  • Wilcove Inn Bonfire: Moving forward, all necessary paperwork for future bonfire events will need to be submitted by September 1st for permission to be granted, following issues with previous events.
  • Tregantle Car Park: An investigation into the acquisition or lease of the Tregantle car park is underway.
  • Pengelly House Construction: Councillor Carter will investigate a wooden building currently under construction at Pengelly House.
  • Pavement Overgrowth: Weeds and nettles are obstructing the pavement outside Rose Cottage, opposite the Ring of Bells pub, reducing pedestrian access to single file. This issue will be reported to Cormac.
  • Collapsed Wall: A status report will be requested from Antony Estates regarding a collapsed wall on Coombe Park Hill that has not yet been repaired.
  • Antony Bus Shelter: Antony Estates will be contacted to request that the weeds around the bus shelter are strimmed.

Traffic and Parking Matters

  • Pengelly Hill Traffic: Concerns persist regarding brewery lorries continuing to use this route. Councillor Carter will contact St. Austell Brewery's Transport Manager.
  • Flashing Speed Limit Signs (Antony): While a quote of £3,500 per flashing light was received, there is a risk that the current speed limit on the A374 could be increased due to the low number of reported accidents. A meeting will be arranged with Cornwall Council to discuss these ongoing issues.
  • Cluster Parking Enforcement: Further discussions are pending regarding parking enforcement within the cluster.
  • Pengelly Close Parking: Parking issues on the grass verge in Pengelly Close will be reported to Cornwall Council.

Financial Matters

  • Solar Power Park Funding: A contract was received confirming annual payments of £3,083.20 to Antony Parish Council for 25 years from the Antony/St. John Parish Solar Power Park.
  • Available Funds: Total funds available to the Council are currently £12,846.13.
  • Precept 2016/17: The Council agreed to keep the 2016/17 Precept at £6,000.
  • Expenditure: All expenditure items presented were approved for payment.

Other Important Information

  • Motorhome Parking Complaint: A complaint was received regarding a large motorhome parked on a drive at 10 Hollong Park. The Clerk will ascertain if the property is Council-owned or privately owned before further action is taken.
  • Financial Risk Assessment Policy: This policy was approved by the Council and will be uploaded to the website.
  • Neighbourhood Plan: Councillors will distribute appropriate copies of the Draft Neighbourhood Plan.
  • Coastal Development Plan: Councillor Shepherd has decided to step down from this committee as its meetings were not deemed appropriate to Antony Parish.
  • Play Area Health & Safety: A report noted that the matting had sunk at Wilcove Play Park, but no action was deemed necessary at this time.
