December 6th 2016
The Antony Parish Council met on December 6th, 2016, to discuss various matters impacting the community, including potential new footpaths, ongoing maintenance of local amenities, and financial planning for the upcoming year.
Community Initiatives & Improvements
- New Footpath Proposal: A proposal was considered to fund new footpaths and improve the existing network within the Rame peninsula, specifically a new permissive footpath connecting St John and Antony. This initiative could be supported by Solar Panel Community benefit money and Coastal development funding, with the possibility of extending it to Wilcove also being explored.
- Replacement Noticeboards: New noticeboards have been successfully installed in both Antony and Wilcove.
- Antony Phone Box: Permission has been granted for the phone box to be repurposed as a mini-library, with £100 allocated for shelving. Work on this project is yet to commence.
- Village Hall Donations: The council supported the motion for both village halls to apply for a donation of £100 each from the council.
- Wilcove Dog Waste: A poster will be created and displayed to encourage residents to pick up after their dogs and use the provided dog bins.
Environment & Maintenance
- Water Hydrants: Maps indicating the location of water hydrants have been placed in village noticeboards. The Clerk will contact Torpoint fire station to arrange for these hydrants to be repainted for better visibility.
- Wilcove / Antony Playpark: Repairs to the playpark fencing are in progress, and the play equipment is scheduled for treatment. Councillor Pidgen will oversee the purchase of additional treatment and links to complete these repairs.
- Antony Church Chippings: Remedial action is required for a muddy and slippery access path in the closed churchyard, which is regularly used by parents and children accessing the school. Cornwall Council will arrange a site visit.
- Brambles Cleared: Brambles have been cleared at 1 Pengelly Close.
- Weeds in Antony: Cornwall Council appears to have addressed the issues with weeds for the time being.
- Completed Works: Maintenance work on Wilcove Planters, hedges near Wilcove Jetty, and previously overgrown hedges has been completed.
- Outstanding Maintenance: Overgrown plants on the road near Claderick house and a pothole adjacent to Rosary Cottage, Wilcove PL11 2BQ, are still awaiting attention.
- Overgrown Footpath: The footpath connecting Antony to Tregantle is overgrown. The Clerk will report this to Cornwall Council.
- Flooding near Coach House: Remedial action by Antony Estates to resolve local flooding issues does not appear to be complete. Councillor Coward will follow up on this matter.
- Grit Bins: Grit will be ordered for the grit bins located in Wilcove.
- Wilcove Trees: The council was notified that more trees in Cove Meadow might be cut down despite an Antony Estate covenant protecting them. The Clerk has advised Antony Estates of the council's position.
- Yonderberry Jetty: Work appears to have begun on the jetty. The Clerk will contact Torpoint Town Council to ensure Antony Parish Council is kept informed of the situation.
Financial Matters
- Financial Overview: As of November 30th, 2016, total receipts for the year were £7,470, and total payments were £10,567. The total bank accounts recorded £11,655, with available Parish Council funds (excluding Community Benefit funding) at £10,882, and Community Benefit funding available at £773.
- Precept Increase: Councillors voted to approve an increase in the 2017/2018 Precept budget by £1,000, bringing the total to £7,000.
- Approved Payments: Payments totaling £1,357.80 were approved during the meeting.
- Solar Panel Farm Funding: The Clerk will contact British Renewables to confirm the payment date for Solar Panel Farm benefit funding, expected around December 15th, 2016.
Planning & Local Issues
- Rame Peninsular Road Layout & Parking Initiative: Funding is still being sought for the road junction project. While a winter extension to the parking initiative was not supported, the council will investigate reintroducing it in April 2017 for a six-month period, with accrued funds used to subsidise next year's costs.
- Neighbourhood Plan Update: The Neighbourhood Plan is currently undergoing a formal six-week consultation period with Cornwall Council before its final ratification by Parliament.
- Wilcove Inn Bonfire: The recent bonfire event passed without incident, with the police visiting to ensure safety and closing the road temporarily during the event.

The next meeting is scheduled for Wednesday, January 18th, 2017, at 7:30 PM at Wilcove Village Hall.
