The Antony Parish Council met on February 23rd, 2023, to discuss various community matters, financial reports, and ongoing projects impacting the village. Key decisions included approving a donation to the Antony bell ringers, progressing with local infrastructure updates, and reviewing planning applications.
Community Updates & Projects
- Tregantle Yellow Lines: The Parish Council is still awaiting the contractor to paint the yellow lines.
- Defibrillator Installation and Training: Both defibrillators are now in place. Councillor Shepherd will erect additional signage, and the Clerk will organize a training date.
- Wilcove / Antony Play Area: Protection around play equipment and a quote for additional equipment in the Antony play area are still outstanding. Annual inspection reports have raised some issues, which Councillors Lobb, Bulmer, and Murray are tasked with implementing recommendations for.
- Pengelly Hill Footpath: A planning report for the Ministry of Defence (MOD) is required for the proposed footpath. Councillors Shepherd and Knott will follow this up. Councillor Shepherd will also approach Mr Huggins regarding the return of his donation.
- Antony Phone Box: Ms Ellacott has requested to lease the Antony phone box for a vending machine business. The Parish Council agreed in principle to this proposal, and Ms Ellacott will provide further information at the next meeting.
- Electric Scooter in Wilcove: The police have clarified that electric scooters cannot be used on public highways or pavements unless part of a leasing scheme.
- Community Network Panel: The next meeting is scheduled for Wednesday, March 16th.
- Tregantle/Military Road Junction: Funding for major works is still awaited. Cornwall Highways will provide additional signage to improve safety.
- Antony Hill Algae: This issue has been resolved.
- Hollong Park Garages and Abandoned Caravan: The abandoned boat and caravan have been removed. Feedback from Councillor Ewert is pending regarding whether the garages will be let to local residents.
- Roadside Signage Removal: This matter has been resolved.
- Drain Cover in Field to Woodland Walk: This issue has been resolved.
- Wilcove Allotment Hedge Repair: Antony Estates is addressing this.
- Pengelly Park Safety Issues: Councillor Ewert and Cornwall Council investigated, and no safety issues were reported.
- Unsafe Trees in Antony: Antony Estates is addressing this.
- Tregantle Pathway and Carpark: Members expressed appreciation for the new footpath built at Tregantle. The Clerk will write to the South West Coastal Footpath Association to thank them.
- Donation to Antony Bell Ringers Group: The Parish Council unanimously agreed to donate (£500) to the Antony bell ringers group to fund replacement bell ropes. Councillors Lobb and Bulmer recused themselves from this vote due to their membership in the group.
Planning Applications
The Parish Council discussed and unanimously approved two outstanding planning applications:
- PA23/00187 for Antony house stables
- PA23/00523 for Caradon view Antony
Councillor Bulmer provided an update on planning training, noting that new planning legislation being discussed in Parliament appears very complicated.
Finance Matters
The Parish Council reviewed and approved its financial reports:
- Payments: Total payments of (£2,716.46) (gross) were approved for various services and expenses.
- Asset Register: The value of the asset register remains unchanged at (£46,066).
- Solar Community Benefit Fund: The total available in the fund is (£6,129.07), with (£2,752.03) allocated to Antony and (£3,377.04) to Wilcove.
- Income Received: Solar benefit funding totaling (£3,083.20) was noted as received.
- Funds Available: The total funds available as of February 23rd, 2023, are (£23,104.04), with (£16,974.97) available for the Parish Council excluding the Solar Community Benefit fund.
Policies Reviewed
The Parish Council reviewed and approved its Standing Orders, Financial Regulations, and Financial Risk Policy.
