The Antony Parish Council met on February 25th, 2020, to discuss various community matters, including updates on local projects, financial approvals, and ongoing planning issues. Key discussions focused on playground improvements, local infrastructure, and a proposed circulatory system.

Community Projects & Amenities

  • Pengelly Hill Sign: The new sign has been erected.
  • Wilcove Community Playground:
    • Removal of matting is pending due to poor weather; a quote for its removal is currently being sought.
    • Councillors discussed planting trees in the playground.
    • Wilcove Inn has agreed to host an event to raise funds for proposed new play equipment.
  • Wilcove Playground Area Hedge: This has been trimmed.
  • Wilcove Footpath Sign (Horson to Antony Drive): The sign has been received, and permission is awaited from Antony Estates for its erection. The Clerk will follow up on this.
  • Abandoned Car in Pengelly Close: The abandoned car has been removed.
  • Woodland Walk Signs: The Council is working to obtain a 50% donation towards the cost of these signs.
  • Memorial Bench for D Pidgen: The purchase of a memorial bench has been approved, with £1000 allocated from the Solar Benefit funding, subject to approval from the family.

Planning & Infrastructure

  • Planning Application PA19/10737 (Old Cottage Antony): The Parish Council has no objections to this application, although Cornwall Planning intends to refuse it.
  • Antony and Crafthole Circulatory System: The Council is not opposed in principle to this scheme and is working with Cornwall Highways to resolve concerns of local residents. New plans are expected, and public consultation should begin within the next three months. Concerns regarding the impact on bus transport are also being investigated, as City Bus has not yet been contacted about the new system.
  • Relocation of Bus Bay in Antony Village: Councillors considered relocating the bus stop on Antony Hill to the A374. Investigation into land ownership of the grass verge on the A374 is underway with a view to integrating it into the Antony junction scheme.

Financial Matters

  • Approved Payments: Various payments were approved, including clerking fees for January and February 2020, Antony Estate replacement charges, and Bond timber.
  • Reports Approved: The Asset Management Report, Solar Benefit Fund Report, Bank Reconciliation Report, and The Management Report 2019/20 were all approved.
  • Policies Reviewed: Financial Regulations, Standing Orders, and Financial Risk policies were reviewed and changes approved.

Other Updates

  • Local Maintenance Partnership (LMP): It was decided not to sign up for the scheme that would entail taking responsibility for the upkeep of footpaths in the parish.
  • Woodland Trust Trees Scheme: Approval has been obtained from The Woodland Trust for 105 trees for the Parish, primarily for Wilcove. Planning for planting locations and obtaining permission from landowners is ongoing. Antony Estates also has a comprehensive tree planting scheme.
  • Website Update Requirements: The Parish Council website requires updates to comply with new legislation. The cost of these changes (£180) will be investigated.
  • 6 Pengelly Close Taxi Company: Concern was raised about a business operating from a Council house. The Clerk will contact Cornwall Housing to confirm if this activity has been approved.
  • Volunteer Day in Wilcove: A volunteer day is being organized in Wilcove.
