The Antony Parish Council met on January 12th, 2016, discussing various community matters including updates on local infrastructure, finances, and ongoing projects such as play park equipment and the Neighbourhood Plan.
Community Updates & Projects
- Police Report: No incidents were reported in the Parish for December 2016.
- Antony Church Steps: Cornwall Council has erected a wooden handrail, improving accessibility.
- Website Funding: The Council received £1,499 in Transparency grant funding, which will support the parish website.
- Wilcove Book/Jigsaw Swap Centre: Plans are progressing for a proposed book and jigsaw swap centre in the Wilcove telephone box.
- New Noticeboards: Councillor Shepherd is investigating options for replacing village noticeboards.
- Antony Play Park Equipment: The Council approved a maximum budget of £2,400 for new Buzz climbing equipment, to be funded by the Solar Power payment scheme, with installation hoped by March 31st, 2016.
- Hedge Maintenance: The Clerk is following up on maintenance of hedges at Hollong Park and the Road of Abbots Court.
- Pengelly Hill Traffic Issues: The Clerk will send a further letter to St. Austell Brewery regarding ongoing traffic concerns.
- Highway Issues (Antony & Wilcove): Councillors will compile a list of issues to discuss with Mr. Drake, aiming to arrange a site meeting in the Parish.
- Antony/St. John Parish Solar Power Park: The contract has been signed with British Renewables, and the first payment is expected by January 22nd, 2016.
- Cluster Parking Enforcement: Discussions are underway with Cornwall Council regarding a Service Level Agreement for parking enforcement, with members to vote on purchasing additional visits once details are finalised.
- Tregantle/Sharrow Car Park Acquisition: The Clerk is to ascertain revenue from these car parks, with members to review the potential acquisition at the next meeting.
- Pengelly House Construction: It was confirmed that the construction at Pengelly House is a summer house/climbing frame and does not require planning permission.
- Coastal Development Plan: Councillor Shepherd has stepped down as the Antony Council representative for this plan.
- Rose Cottage Pavement Issues: Cornwall Council has confirmed it is the tenants' responsibility to keep pavements clear and are communicating this to them.
- Collapsed Wall Wilcove: Antony Estates is addressing the matter of the collapsed wall.
- Antony Bus Shelter: Weed removal is complete, and Councillor Coward is obtaining a quote for painting the bus shelter.
Planning Matters
- Application PA15/11467 (Highway Store Conversion): The Council has no objection to the proposal to convert the former highway store to a two-bedroom cottage, but noted that Antony will lose an additional car parking space, where spaces are already scarce. A response to Cornwall Council is required by January 26th, 2016.
Neighbourhood Plan Update
- Consultation sessions were held at both village halls, with 5 residents attending. The consultation period concludes on January 19th, 2016, after which responses will be reviewed before submission to Cornwall Council.
Finance Matters
- Financial Report (April 1st, 2015 - December 31st, 2015):
- Income (Receipts) totalled £10,446.93.
- Expenditure (Payments) totalled £7,593.77.
- Total funds available as of December 31st, 2015, were £13,647.40.
- Invoices for January 2016: Approved invoices for payment include Zurich Insurance (£926.12) and general hall rent, training, and wages.
