The Antony Parish Council met on January 24th, 2017, to discuss ongoing community projects, local amenities, financial matters, and public safety concerns. Key topics included updates on playpark repairs, footpath maintenance, and the council's financial outlook for the year ahead.
Key Decisions & Community Projects
- Antony Playpark Repairs: Work is still in progress on repairing fencing posts and treating play equipment at the Wilcove / Antony Playpark.
- Antony Church Chippings: Remedial action is needed for a muddy and slippery access path in the closed churchyard, which is frequently used by parents and children for school access. The Clerk will follow up with Cornwall Council.
- Water Hydrants: Maps of water hydrant locations will be placed in village noticeboards. The Parish Council is seeking to have these hydrants repainted for easier identification.
- Antony Phone Box: Shelving work inside the phone box is scheduled to begin soon.
- Cluster Parking Initiative: The Council agreed to support the renewal of the contract for the parking initiative for the upcoming summer months.
- Pot Holes: Outstanding potholes near Rosary Cottage, Wilcove and Beech Cottage are still being addressed. The Clerk will measure and photograph them, and contact Cornwall Highways again.
- Dog Waste Posters: New dog waste posters have been erected in Wilcove.
- Antony to Tregantle Footpath: The footpath is slippery, overgrown, and considered dangerous for pedestrians. The Clerk will arrange an onsite meeting to discuss this issue.
- Flooding near Coach House: Councillors will investigate the reported flooding further.
- Grit Bins: The village grit bins are almost full, and the Parish Council has additional bags stored at Whitehall Farm for replenishment.
- St John to Antony New Footpath Proposal: The Council decided not to pursue this footpath proposal due to concerns about funding, low potential usage, and maintenance issues.
- Dockyard Missile Incident: The Clerk will contact MP Sherryl Murray to seek clarification on this incident and the measures put in place to prevent recurrence.
- Pengelly Close Issues: Following vandalism to a road sign and verges being damaged by parking, the Clerk will request Cornwall Council replace the sign and provide advice on ongoing parking problems.
- Local Village Hall Donation: A donation of £100 each will be made to both village halls from the Section 137 budget, following their applications.
Planning Applications
- The extension at PA16/10487 Laun (Maryfield) was approved.
Finance Matters
- Financial Overview: As of November 11th, 2017, total receipts year-to-date were £8,020, and total payments year-to-date were £12,558. The total bank accounts recorded £10,247.
- Community Benefit Funding: £2,310 was paid from Solar funding, and £773 of Community Benefit funding was available. An additional £3,083 in Community Benefit Funds is expected in January.
- Precept Approval: Paperwork requesting an increase of the precept (the amount collected through council tax) to £7,000 has been submitted to Cornwall Council.
- 2017 Budget Planning: The Clerk will prepare a draft budget. Councillors will consider additional expenditure projects, potentially funded by the precept or Community Benefit Funding, which is expected to exceed £3,800 by the end of January.
