January 25th 2022

The Antony Parish Council met on January 25th, 2022, to discuss various
community matters, including local infrastructure improvements, financial
updates, and plans for the Queen's Jubilee celebrations.

Community Infrastructure & Services

  • Antony School One-Way System: The Council proposed requesting a one-way
    system for Antony School. Councillor Bulmer will submit an application.
  • Highways Scheme Funding: Approximately £55,000 has been allocated for
    the Cornwall Gateway Area this year for new highways schemes. A meeting
    will be held to discuss detailed proposals.
  • Wilcove Jetty Signage: A "No Parking" sign will be purchased and
    installed at Wilcove jetty.
  • Path Clearing near Carew Arms: The clearing of the path opposite Carew
    Arms (outside Rose/Elm/Ivy cottage) is pending a highways review. The
    Clerk will contact Cormac for a new date.
  • Ivy / Elm Cottage Hedges: The Council is still awaiting Antony Estates
    to trim off high branches of these hedges.
  • Antony Play Area Fence: The Clerk will write to Antony Estates regarding
    needed repairs to the play area fence.
  • Broadband Update: Fibre to premises is set to begin imminently in
    Antony as part of Phase 1 of the rollout.
  • Tregantle Car Park Charging Point: Cornwall Council has agreed to
    include a request for an electric charging point in the Tregantle car park
    in their feasibility study.
  • No Dumping Signage: The Clerk will purchase a "No Dumping" sign for
    Antony.
  • Defibrillators: The Council approved the purchase of three defibrillators
    for Wilcove, to be funded from the Solar Benefit Fund. The cost is
    £1800 for the first unit and £1000 for each additional unit.
  • Speed Data in Antony: A recent speed survey in Antony showed an 85th
    percentile speed of 33mph and an average speed of 27.17mph, which was
    lower than expected.
  • Saltash Leisure Centre: The Leisure Centre has received a reprieve for
    at least two years. A working group has been established to support its
    future.
  • Torpoint Swimming Pool: Councillor Ewert has joined a working group
    looking into the feasibility of a swimming pool and leisure centre in
    Torpoint.
  • Antony School Footpath Flooding: The Clerk will report a locked gate to
    Cornwall Council concerning the flooding issue, and members will monitor
    the situation.

Community Initiatives & Events

  • Queen's Jubilee Celebrations: Funds will be allocated to each village to
    help celebrate the Queen's Jubilee. Councillor Knott and Councillor Murray
    will liaise with WCA, and Councillor Bulmer with the Antony Village Hall
    committee, to discuss funding needs.
  • Antony Church Graveyard: A donation of £300 towards the annual
    strimming of the church graveyard for 2022 was approved.

Local Issues & Concerns

  • AirBNB Conversions: Concerns were raised about an increasing number of
    evictions due to properties being converted into AirBNBs.
  • Breaches of Covenants: Reports of breaches of covenants on ex-Right to
    Buy (RTB) properties are being investigated to stop the issue.
  • Tregantle Parking Issues: Results of the consultation process are still
    awaited.
  • Debris Collection: Councillor Ewert will pursue the collection of debris
    and a tyre at 1 Pengelly Close and debris at 1 Yonderbury Cottage.

Planning Matters

  • The Council reviewed and approved the 2021/22 Planning Report. Applications
    PA21/01782/81 (Sunwell Farm Extension) and PA21/06547 (Tregelly, Antony)
    were approved by Cornwall Council. No objections were raised for
    PA21/11939 (Pengelly House).

Financial Overview

  • Payments Approved: Payments totaling £1,625.32 were approved for
    January 2021, covering expenses such as election fees, clerking, and
    insurance.
  • Available Funds: The total funds available as of January 31st, 2022, were
    £24,815.24.
  • Solar Benefit Fund: The total Solar Benefit Fund not yet allocated was
    £3,606.83, with £3,083.20 due to be received in January 2021.
  • Income: Recent income includes a VAT return of £1,681.88, a £100
    donation from St John computer, and £336 from Wilcove Inn for play area
    equipment.
  • Play Equipment Delays: The order for Wicksteed Play equipment has been
    postponed to February/March due to material shortages. A £5,152 + VAT
    order for Wilcove playground equipment is also delayed.
  • Cornwall Council Budget Cuts: Cornwall Council is undergoing significant
    budget cuts, including a proposed £5.2 million reduction to Children's
    Services, which was voted down after an amendment.

Policies Reviewed

  • The Council reviewed and approved its Financial Regulations, Standing
    Orders, and Financial Risk Policy.
