July 25th 2023

The Antony Parish Council met on July 25th, 2023, to discuss various matters impacting the community, including ongoing projects, financial updates, and future plans. Key decisions were made regarding local infrastructure and community support.

Key Decisions

  • Parish Councillor Co-option: Two applications have been received for a new Parish Councillor. Interviews will be conducted before the September meeting, with the full Council ratifying the decision.
  • Tregantle Yellow Lines Project: The Traffic Regulation Order (TRO) for the yellow lines project has been officially sealed, resolving this matter.
  • Pengelly Hill Proposed Footpath: The plan to discontinue this specific footpath project was approved. Instead, Antony Estate is developing a new footpath/cycleway scheme throughout the parish, which will include a route on Antony Estate land, negating the need for the previous scheme. The £2,000 budget for the discontinued project will be transferred to general reserves.
  • Support for Torpoint Football Pitch: The Parish Council agreed to write a letter of support for Torpoint Town Council's plan to obtain funding for a 9m square all-weather football pitch for Torpoint.
  • Pengelly House Planning Application: The planning application PA23/05073 for Pengelly House was approved by the full Parish Council.
  • AGAR Submission: The 2022/2023 Annual Governance and Accountability Return (AGAR) submission was completed and approved by external auditors.

Community Projects and Local Services

  • Yellow Rattle Planting: Cornwall Council is planting yellow rattle in areas where verges pose a potential safety hazard, with Millbrook Parish Council piloting this scheme.
  • New Waste Management Provider: Cornwall Council will have a new waste management provider starting April 2024.
  • Road Safety Schemes: The 30mph scheme for Wilcove is being implemented and is hoped to be incorporated into the "20 is Plenty" rollout for Torpoint in 2024.
  • Wacker Quay Project: Councillor Ewert will contact HMS Raleigh to inquire about manpower to assist the Tamar Community Trust and the Wacker quay project. Posters have been put up to advertise for local volunteers, and a resident has agreed to lead a group for Wacker Quay. The Council agreed to fund the licence fee for the Tamar Conservation Trust from the Solar Benefit Fund (approximately £400).
  • Play Area Repairs: Remedial work on the Wilcove/Antony play areas is pending a quote.
  • Antony Phone Box Maintenance: Maintenance for the Antony phone box is awaiting a quote.
  • Wilcove Allotment Hedge & Unsafe Trees: Antony Estates have agreed to add both the Wilcove allotment hedge repair and unsafe trees in Antony to their repair schedule. The Parish Council will review the trees in February 2024.
  • Pato Point Signage: The Clerk will order a sign for the Pato Point footpath 601/8/1, as Cornwall Highways does not have funding.
  • Public Spaces Protection Order (PSPO): Councillor Bulmer will photograph signs in the Antony play area to ensure it is included in the new PSPO.
  • Defibrillator Checks: Councillor Murray will obtain paperwork for monthly defibrillator checks in Wilcove.
  • Antony Bus Stop Bench: Final plans are awaited for resiting the bench at the Antony bus stop.
  • Abandoned Boat/Kayaks: The Wilcove moorings committee is continuing to pursue the issue of an abandoned boat in Wilcove lake with KHM. Two kayaks also remain abandoned on the foreshore.
  • Bench and Vegetation Clearance: The area at the old petrol station, including a bench and overgrown vegetation, has been cleaned up.
  • Grating in Woodland Walk: Antony Estates will replace concrete with a grating in a field/woodland walk.
  • Antony Estates Footpath/Cycle Scheme: Antony Estates plans to apply for funding for a new footpath and cycle scheme across the parish.
