The Antony Parish Council convened on July 30th, 2024, to discuss a range of community matters, including updates on local infrastructure, environmental initiatives, and financial approvals. Councillors Bulmer and Lobb declared an interest regarding Antony Village Hall due to their association.

Key Decisions & Actions for the Community

  • Antony Crossing Work: The start date for the Antony Crossing work is confirmed for September/October 2024, though the reasons for the delay are currently unknown.
  • "20 is Plenty" Scheme: The rollout of the "20 is Plenty" scheme in SE Cornwall will be delayed as concerns raised due to a high number of complaints are addressed.
  • Road and Hedge Concerns: Residents are reminded to report hedge trimming issues online using the "Report it" portal. Additionally, Councillor Ewert will investigate the use of refuse lorries in Church Lane, as it is not wide enough for safe travel.
  • Play Area Maintenance & New Equipment: Repairs are needed at both Wilcove and Antony play areas. Councillors Murray, Lobb, and Bulmer will obtain estimates and schedule these repairs. Councillor Lobb will also investigate installing an additional piece of play equipment.
  • Antony Village Hall Funding: A formal funding request from Antony Village Hall has been received, and a cheque has been raised.
  • Wilcove Shore Clean-Up: Rubbish removal along Wilcove shore is complete. Issues concerning the hedge near the winter moorings will be raised with the Antony Estate.
  • Wilcove Village Pump Renovation: The area around the Wilcove village pump has been cleaned. Councillor Murray will inspect a nearby tree trunk for potential future issues.
  • New Noticeboards: Two new noticeboards have been installed, and an additional noticeboard has been ordered for Antony.
  • Wilcove Woodland Walk: Negotiations for the lease renewal between the WCA and Antony Estates are ongoing.
  • Unsafe Trees in Antony: The Antony Estate is currently awaiting quotes for the necessary work to address unsafe trees.
  • Sewerage Issues in Wilcove: Antony Estates are following up on sewerage issues with South West Water and Cornwall Housing. The Clerk has been tasked to chase Antony Estates for further updates.
  • Wilcove Moorings Lease: Negotiations regarding the Wilcove moorings lease are currently in hand.
  • Pengelly Hill Cycle Path/Walkway: Antony Estate is actively seeking funding for the proposed cycle path/walkway on Pengelly Hill.
  • A374 Speed Limit Changes: There is no new update regarding the A374 speed limit changes.
  • Hollong Park Concerns: Residents concerned about sorn (Statutory Off Road Notification) cars/motorbikes in Hollong Park should report these vehicles to the DVLA.
  • Heavy Traffic in Wilcove: This important issue will be deferred for a more in-depth discussion at the next council meeting.

Financial Matters

  • Payments Approved: The Parish Council reviewed and unanimously approved payments for June/July 2024 totalling approximately (£2,587.45) (net). These included expenses for noticeboards, waste removal, and general clerical services. Additional payments for the phone box and plants in Antony were also approved.
  • Solar Farm Community Benefit Fund: As of July 30th, 2024, the Solar Farm Community Benefit Fund has a total of (£135.90) available (Antony allocation (£2.75), Wilcove allocation (£133.15)). A significant expenditure from this fund included (£3,900.00) allocated to Antony Village Hall.
  • Overall Financial Position: The management report indicates actual receipts of (£7,045) and actual payments of (£11,671) for the 2024/25 financial year as of July 31st. The Council's funds carried forward stood at (£13,524.43).
  • Annual Governance Return: The external audit has confirmed that no action is required for the 2023/24 Annual Governance and Accountability Return submission. The public examination of the accounts is scheduled from July 1st to August 9th, 2024.

Planning Applications

  • Review of Applications: Planning applications for 2024/25 were reviewed, and no new applications have been received since the previous meeting.
  • Application Update: The application for Tregantle Fort (PA24/02063) has been withdrawn.
