The Antony Parish Council met on July 5th, 2016, to discuss a range of important local matters, from community projects and ongoing maintenance to financial updates and plans for future engagements.

Community Projects & Maintenance

  • Wilcove Telephone Box Defibrillator: Plans to install a defibrillator in the Wilcove Telephone Box were delayed but have been rescheduled for the next meeting.
  • Replacement Noticeboards: There has been a delay in replacing the village noticeboards. Councillor Shepherd will follow up with Moorlands Joinery to arrange collection and installation.
  • Antony Play Park Equipment: Issues with the Antony Play Park equipment, specifically a broken foot peg and water collection in the slide, are being addressed. The Clerk will contact Sovereign to resolve these problems.
  • Annual Playground Inspection: An inspection identified several items needing attention, including a faulty foothold and water collecting in the base of the new slide. The Clerk will contact Sovereign Playgrounds, and Councillor Shepherd will investigate the legal implications of these defects.
  • Play Equipment Preservative: A tin of preservative is needed for the play equipment in the Parish; Councillor Shepherd will purchase it.
  • Hedges Trimmed: Hedges at Hollong Park and along the Road of Abbots Court have been trimmed.
  • Collapsed Wall Wilcove: Antony Estates have been informed about a collapsed wall in Wilcove, but it has not yet been repaired. The Clerk will follow up.
  • Antony Village Hall Project: The Council agreed to support the Antony Village Hall project and will seek funding through the Community Interest route. Councillor Lobb and P Bulmer will attend the next Coastal Development Team meeting.
  • Leaning Tree at Home Farm Land: Surveys by Western Power and Antony Estates confirmed that a leaning tree on Home Farm Land in Wilcove is safe.
  • Antony Playpark Fencing Post: A fencing post at Antony Playpark needs repairing; the Clerk will contact Antony Estates for this repair.
  • Twinning Sign: Work on the Twinning sign has been completed.
  • Antony Church Chippings: Remedial action is needed for a muddy and slippery access path in the closed churchyard, frequently used by school children. The Clerk will contact Cormac (responsible for churchyard maintenance) and Cornwall Council Countryside department (responsible for footpaths).
  • Wilcove to Antony Footpath: The Clerk will contact Tremayne Carew Pole to seek input on this proposed footpath.
  • Kayak Rack in Wilcove: Following consultation with local parishioners, it was decided that a Kayak stand is not wanted for Wilcove.

Key Decisions & Updates

  • Police Report: Monthly police reports will not be produced until John Riggle returns to duty and a PCSO replacement is found.
  • Pengelly Hill Traffic Issues: An email was sent to the manager of the Wilcove Inn regarding delivery lorries using Pengelly Hill; no further incidents have been reported.
  • Fly Tipping: Cornwall Council is responsible for dealing with fly-tipping on Cornwall Council land; the police do not have jurisdiction over this.
  • Annual Audit: The audit was completed with no issues, and accounts are now with Grant Thornton for ratification. Villagers can contact the Clerk to view detailed accounts.
  • Pengelly Close Housing Issue: Cornwall Housing has not responded to concerns about the garden and external area at Pengelly Close. The Clerk will contact Cornwall Housing directly, along with Councillor Trubody and MP Sheryll Murray if no response is received.
  • A374 Speed Limit: The Council agreed to support a reduction in the speed limit on the A374 from 60 mph to 50 mph, pending an application to Cornwall Council.

Financial Matters

  • Financial reports and bank reconciliation were reviewed and approved by Councillors.
  • Total receipts year-to-date were £3,124.17.
  • The Council approved payments for various village services and works, including Moorland Joinery for noticeboards, grass control, clerking wages, and playground inspection, totaling £1,356.75.
  • A VAT claim of £781.17 for the period 1/4/2015 - 30/6/2016 has been submitted to HMRC.

Upcoming Engagements

  • Cornwall Fire and Rescue have been asked to visit the next meeting to talk to councillors. The Clerk will organize this.
