The Antony Parish Council met on July 7th, 2015, discussing various village matters from community projects and financial updates to planning issues and upcoming events. Key decisions included support for a Tree Preservation Order, updates on village services, and ongoing financial reviews.
Key Decisions
- The Council confirmed its support for the renewal of the Tree Preservation Order relating to Cove Meadow, Wilcove.
- The Parish Council decided not to undertake footpath maintenance activity in 2016, noting the associated paperwork and funding of £162 from Cornwall Council Cormac.
- Approval was given for the purchase of new computer equipment (computer, software, printer/scanner) for the Clerk, estimated to cost around £525.
- Torpoint Town Council will be instructed to update the Antony Parish website, which is currently out of date.
Community Matters & Services
- Dangerous parking issues at Pengelly Park were noted, with the Council clarifying that Cornwall Housing owns the road and therefore holds jurisdiction, not the Parish Council.
- Concerns were raised about the condition of Antony Church Steps, which are a public right of way used by children daily. The Clerk will contact Cornwall Council to report further deterioration.
- It was observed that large vehicles often follow satnav routes, potentially ignoring designated alternative routes.
- Eight new, larger "Neighbourhood" signs were approved for purchase at a cost of £80.
- Concerns were raised regarding loose fixings on newly installed play area equipment at Wilcove. The Clerk will investigate the installation date to facilitate a follow-up with Sovereign Playgrounds.
- A new woodland walk sign has been erected.
- A new Wilcove sign has been approved by Cornwall Council and is awaiting erection using their own posts.
- Potholes in Antony and Wilcove remain unactioned by Cornwall Council.
- The traffic calming island in Antony has been noted to cause problems for large vehicles.
- Sheviock Parish Council has requested to use Antony Village Hall as an emergency evacuation place.
Planning & Local Development
- Villagers are reminded that comments on planning applications, such as the proposed jetty, must be reported using the Planning Portal to be included in consultation reports.
- There were no new planning applications received for discussion at this meeting.
- An update was provided on proposed wind turbine developments, confirming that current government policy does not support new wind turbine applications. No councillors attended an onsite information session.
- The Parish Council has no objection to the planning application at 7 Cove Meadow, which has been approved by Cornwall and Antony Estates.
Financial & Administrative Updates
- The Police Report for July 2015 indicated two incidents in Antony and Wilcove: one theft and one assault.
- Caroline Allen has been appointed as the new Parish Clerk. The Council extended thanks to Andrea Johnson for her work as interim Clerk.
- Contractors working in the parish are required to provide new copies of their public liability insurance, ensuring £5,000,000 cover as per Cornwall Council guidance.
- The Financial Regulations policy was reviewed and approved, with the next review scheduled for July 2016.
- An internal audit highlighted one payment of £110 with missing paperwork that is still unresolved. The list of Parish Assets needs to be reviewed, including two telephone boxes. A VAT claim for £583.02 for 2013/14 was submitted. A new internal auditor will be sought due to a conflict of interest with the previous auditor.
- A financial report for the council, including income and expenditure as of July 4th, 2015, and a proposed budget for 2015/2016, was distributed and discussed.
Upcoming Events
- The Wilcove History Exhibition will take place on August 15th and 16th, from 1 pm to 5 pm. Input and attendance from Antony Parish Council members and villagers would be appreciated.
- The next Parish Council meeting is scheduled for Wednesday, September 2nd, 2015, at 7:30 pm in Antony Village Hall.
