The Antony Parish Council met on June 12th, 2023, discussing a range of issues impacting the village, from community amenities and infrastructure to financial approvals and ongoing projects. Key decisions were made regarding local public spaces and planning applications.
Key Decisions & Policies
- Antony Play Area: The Parish Council unanimously voted to request that the Antony Play area becomes a no-dog zone. The Clerk will proceed with the application.
- Hounster Hill HGV Restriction: The Council supported the proposal for wig-wag warning lights and restricting HGV traffic into Millbrook. However, members emphasized the need to include protection for roads in St John and Military Road, which are unsuitable for heavy vehicles.
- Planning Approvals: The Parish Council unanimously approved two planning applications:
- An air source heat pump for 12 Cove Meadow (PA23/03421).
- A change of use from field to campsite and associated buildings near Freathy farmhouse for Antony Estate (PA23/03192).
Community & Infrastructure Updates
- Parish Councillor Vacancy: A vacancy for a Parish Councillor is being filled by co-option. Posters will advertise this opportunity, with a deadline for applications of June 30th, 2023. Interviews are scheduled for July 25th, 2023, prior to the Parish Council meeting.
- Tregantle Beach Footpath: Steps to Tregantle beach require repair by the MOD, and there is a possibility the footpath may not be open during the peak season.
- Pengelly Park Demolition: 13 Pengelly Park is scheduled for demolition by Cornwall Council in the near future due to safety issues.
- Antony Improvement Works: Improvement works in Antony, including a crossing, are set to begin in the autumn. Cornwall Council is funding these works from reserves, as the budget has been exceeded.
- Wilcove/Antony Play Areas: Remedial work is ongoing, with the Council awaiting quotes for necessary repairs.
- Hollong Park Garages: Cornwall Council is not re-letting these garages and is reviewing the land for potential residential housing development.
- Wilcove Allotment Hedge: The hedge appears to have deteriorated, and Councillor Coward will follow up with Antony Estates.
- Unsafe Trees in Antony: The Clerk will request an update from Antony Estates regarding outstanding issues with unsafe trees.
- Public Rights of Way: A review of public rights of way in Wilcove is ongoing.
- Pato Point Signage: The Clerk will request a replacement sign for footpath 601/8/1 from Cornwall Highways department.
- Wilcove Defibrillators: The batteries in these defibrillators have been replaced. A formal check list and dedicated officer need to be nominated.
- Antony Bus Stop Bench: The Clerk will request plans for the new bus bay to determine the best location for a new bench.
- Wacker Quay: Concerns were raised about the state of the picnic area. The Tamar Community Trust has spent £30,000 over the past five years, but there is a shortage of volunteers. The Parish Council may consider contributing to the annual licence fee for the area.
- Abandoned Vessels: An abandoned boat in Wilcove lake is now the responsibility of Antony Estates to remove, as the contract with QHMS has expired. Two abandoned kayaks on the foreshore will also be followed up.
- Grating in Field / Woodland Walk: A drainage grating was replaced with a concrete slab, causing runoff issues. The Clerk will contact Antony Estates for rectification.
- Bench and Overgrown Vegetation: Issues with a bench and overgrown vegetation at the old petrol station will be followed up by Councillor Coward and Councillor Lobb.
Finance Matters
- Annual Governance and Accountability Return (AGAR) 2022/23: All components of the AGAR, including the Annual Governance Statement, Certificate of Exemption, Annual Accounts, Analysis of Variances, Bank Reconciliation, Annual Internal Audit Report, Asset Register, and Financial Management report, were reviewed and unanimously approved by the full Parish Council.
- Solar Benefit Fund: £100 from the Wilcove solar budget was allocated to purchase new plants for the Wilcove boat planter.
- Payments Approved: Payments made between April and June 2023 were reviewed and approved by the Council.
