The Antony/Wilcove Parish Council held its meeting on June 26th, 2014, covering various community matters from planning applications to local amenities and finances. Key discussions included updates on local crime, proposed road sign changes, and financial approvals for village projects.
Community Updates
- Police Report: The Clerk reported three incidents in Antony and Wilcove: two burglaries (one to a garage, one to a derelict outbuilding) and one drugs offence.
- Rame Cluster Grant: The Chairman reported that the Rame Cluster group successfully obtained a grant of £8,500. The next cluster meeting is scheduled for July 7th, 2014, at the Cawsands Congregational Hall.
- Rame Directory: The producers of the 'Rame Directory' apologized for the limited information on Antony, Wilcove, and St John in the current edition and committed to improving the next one.
- Wilcove Telephone Box: The old telephone box in Wilcove has been painted by Mr Trevor Byrne. The Clerk will send a letter of thanks for this work.
- Peninsula Trust: The Council will invite the Peninsula Trust to make a presentation at the next Parish Council meeting.
Planning & Environment
- Freathy Solar Farm: The application for a proposed Solar Farm at Freathy was declined because the land is classified as Grade 2 agricultural land. An amended application is expected to be re-submitted.
- Road Signage - Pengelly Hill: The Council discussed moving the 'Unsuitable for Long Vehicles' sign at the top of Pengelly Hill, Wilcove. It was decided that the sign should be changed to say 'Unsuitable for HGVs', and the Clerk will inform Cornwall Council.
- Road Signage - Wilcove Village: The Clerk will seek permission from Cornwall Council to place a 'Please Drive Slowly Through the Village' sign in Wilcove Village.
- Tregantle Car Park: The containers located in Tregantle car park belong to the RNLI and are used to store vital life-guarding equipment with permission from Cornwall Council. The Clerk will also pursue Scott Sharples regarding the future management of the car park.
- Blerrick Water Pumping Station (Crafthole): Following a site visit, the Council objected to a planning application to create a holiday accommodation unit, deeming it unsuitable.
- Wilcove Village Signage: There was discussion about a 'Higher Wilcove' sign for the second village entrance to assist visitors. It was decided to move the 'Wilcove twinned with Benodet' sign from the bottom of Pengelly Lane to the Main Road entrance. The Clerk will seek permission from the Twinning Association to facilitate this move.
- Footpath to Antony School: Concerns were raised regarding the stability of steps on a footpath through a field to the school, which parents use. The legality of a 'private access to school only' sign was also questioned. The Clerk will investigate the matter.
- Land Adjacent to 1 Pengelly Park, Wilcove (Mr R Martin): This planning application was deferred to the next Parish Council meeting. The Clerk will contact Cornwall Council regarding approval of purchase.
Financial Matters
- Approved Accounts: The Council approved the following payments:
- Salaries & NI: £216.22
- Lady D Coward (Phone Box Paint): £28.92
- Torpoint Town Council (Photocopying/speeding letter): £1.80
- The Clerk will invoice the Moorings Association for fees for 2014/15.
- Adoption of Standing Orders & Financial Regulations: The Parish Council unanimously adopted its 'Standing Orders' (with the exclusion of 35(b)) and 'Financial Regulations' as produced by the Clerk. The Clerk was unanimously voted as the 'Responsible Finance Officer' to the Council.
Future Meetings & Initiatives
- Next Parish Council Meeting: The next meeting is scheduled for Tuesday, July 29th, 2014, at 7:30 PM in the Village Hall, Wilcove.
