The Antony Parish Council held an extraordinary meeting on May 15th, 2024, addressing crucial community matters including woodland access, sewerage issues, and village speed limits.

Key Updates & Decisions

  • Wilcove Woodland Walk: Debris has been cleared, making paths accessible. A new lease agreement for the walk is being negotiated between the Wilcove Community Association (WCA) and Antony Estate, aiming to resolve concerns about cattle in the entrance field and footpath upkeep. Councillor P Knott will organise a meeting to discuss the new lease terms.
  • Wilcove Mooring and Foreshore Lease: Antony Estates intends to renew the lease for the Wilcove lake and foreshore. Discussions included the possibility of reconstituting the Moorings Association management committee as a sub-committee of the Parish Council, which would require at least three Parish Councillors with voting rights.
  • Sewerage Issues in Wilcove: The Parish Council is investigating the formal adoption of Wilcove's sewerage systems by South West Water. A specific issue regarding roots in a sewer pipe under a burnt-out house has been resolved.
  • Ferry Lane Access: Ferry Lane is confirmed as an unclassified road adopted by Cornwall Council. "Road closed" signs are used only in exceptional, high-wind circumstances for safety.
  • Tree Safety Work: An assessment of trees requiring maintenance on the Estate has been completed, and the Parish Council is awaiting contractors to carry out the necessary work.

Community & Infrastructure Projects

  • Woodland Walk Grate & Runoff: A grate near the Woodland Walk entrance has been replaced. Runoff on Wilcove Lane is expected to be redirected by mid-June. Concerns were raised that existing culverts may be insufficient for the large volume of runoff experienced due to climate change. Solutions like ponding at Higher Wilcove are being investigated, with funding actively sought.
  • Speed Limits:
    • Wilcove (20mph): Parish Council members believe Pengelly Hill should have a 20mph limit, not 30mph, due to high pedestrian traffic.
    • A374 (30mph): The Parish Council supports a proposal for a 40mph buffer zone between the two roads leading into Wilcove, before the limit reduces to 30mph into Torpoint. Maintaining the 30mph limit at the Pengelly Hill junction with the A374 is considered vital due to regular use by parents and children traveling to and from school. Councillor Ewert will provide feedback to Cornwall Highways.
  • Cycle Path/Pathway: The Parish Council would support Antony Estates' plans for a cycle path/pathway in the field adjacent to Pengelly Hill, should funding become available through the TITAN scheme.
  • Noticeboards: Funds were approved for new noticeboards and their installation.

Financial Overview

  • Payments totalling £1,498.33 were approved by the Parish Council in May 2024 for various items including clerking expenses, hazard tape, and nursery plants.
  • The total funds available to the Parish Council as of May 15th, 2024, amounted to £22,869.99, with £18,764.09 specifically available as Parish Council funds after allocating for solar benefit funds.
