The Antony Parish Council met on May 16th, 2022, at Wilcove Community village hall. Key outcomes included the appointment of new leadership, updates on various community projects, and approval of financial reports. Three members of the public were present.

Key Decisions and Appointments

  • New Leadership: Councillor Shepherd was unanimously appointed as the new Chairman, and Councillor Bulmer was unanimously appointed as the new Vice Chairman of the Parish Council.
  • New Defibrillators: The Parish Council agreed to purchase two new defibrillator units for £2,800 + VAT, to be funded from the Wilcove allocation of the Solar fund.
  • Cherry Trees: The Council agreed to purchase additional cherry trees for Antony and Wilcove, also to be funded from the Solar fund.

Important Updates

  • County Councillor Ewert's Report Highlights:
    • Devolution Debate: Discussions continue regarding a directly elected Mayor for Cornwall, with details of a devolution deal expected over the summer months. The general feeling amongst residents is that it is not a welcome idea.
    • Youth Council: The first Youth Council meeting for Cornwall has taken place, with new Members of Youth Parliament leading the initiative.
    • Public Transport: Work is ongoing with the Rame Peninsula Public Transport User Group to address cuts to local services.
    • Cornwall Housing: Representatives from Cornwall Housing acknowledged past failures and outlined a plan to bring housing stock back up to standard, though this will not be a quick process.
    • Voting Age: The Council voted to reverse a previous commitment to work towards votes for 16 and 17-year-olds.
    • Community Chest Grants: The Community Chest is open for applications this year, with £3,000 allocated for community projects. Residents interested in funding should get in touch.
    • Local Infrastructure:
      • Millbrook: A feasibility study report on the West Street narrows is expected in May.
      • Antony: Design is underway to extend the 30mph zone to cover junctions into Wilcove, with plans to potentially extend it throughout Wilcove village.
      • Tideford: Air filtration units are being installed in 14 properties to address air quality issues.
      • Torpoint: Ongoing issues with Wildanet internet service are being addressed.
      • Cawsand Carpark: On the shortlist for electric vehicle charging points.
  • Matters Arising (Updates from Previous Meeting):
    • Tregantle Parking: Yellow lines and posts to address parking issues are expected to be in place by the end of June.
    • Wilcove Jetty Sign: A no-parking sign for Wilcove Jetty has been ordered.
    • Path Clearing: The path opposite Carew Arms outside Rose/Elm/Ivy cottage has been cleared.
    • Antony Play Area Fence: Repair is awaiting Antony Estates.
    • Queens Jubilee: Both village hall trusts have received funding from the Parish Council for their celebrations and gifts to the community.
    • Wilcove Noticeboard: Glass repair has been organised by Councillor Shepherd; however, noticeboards may need full replacement.
    • Antony Bollard: Feedback is awaited from Cornwall Highways regarding an additional bollard outside Pen Carne.
    • No Dumping Signage: Signs for Antony have been ordered.
    • Wilcove Moorings: Issues relating to the Wilcove Mooring Association and local residents are being addressed to formalise arrangements with Antony Estate.
  • Antony Estate Tour (May 13th 2022): The tour was informative. The walk from Wilcove to Wacker may form part of the Looe to Cremyll cycleway project. The Clerk will write to Antony Estates to thank them. A Wilcove woodland walk will involve tree removal due to disease, with new saplings planted.
  • Yonderberry Cottages: Councillor Ewert will investigate the erection of walls and fences on common land.
  • Other Matters:
    • Flower Boat: Repair needed in Wilcove; Councillor Shepherd and Murray to pursue.
    • Pengelly Hill Footpath: Health and safety concerns regarding proximity to oil tanks were raised; Councillor Shepherd will complete a funding application and investigate safety/environmental issues.
    • Antony Estate Trees: Concerns raised regarding various trees belonging to Antony Estates; the Clerk will contact Antony Estates for review.

Finance Matters

  • Financial Reports: The April/May 2022 payments report, the 2022/23 Asset Register (valued at £43,119), the Solar Community Benefit fund report, the bank reconciliation, and the management report were all reviewed and approved.
  • Funds Available: As of May 16th, 2022, the total Parish Council funds available were £23,735.52. The Solar Benefit Funds available were £6,690.03 (Antony: £1,589.59, Wilcove: £5,100.44), with the remaining Parish Council funds at £17,045.49.
