The Antony Parish Council met on Thursday, May 26th, 2016, covering various community matters, project updates, and financial reviews. Key highlights included the election of a new Chairman and Vice Chairman, progress on several village improvement projects, and a discussion on local traffic management.

Key Decisions

  • Council Leadership: Councillor Coward was elected as the new Chairman for the Civic Year 2016-2017, and Councillor Shepherd was duly elected as Vice Chairman.
  • Traffic Management: The Council voted to support Option 4 of the revised Transport / Rame Peninsula Traffic Management feasibility study (January 2016).
  • Planning Applications: The Council agreed to support the following planning applications:
    • PA16/03343/Antony School Sensory room.
    • PA16/03181/Sunwell Bungalow.
    • PA16/04564/Ring O Bells change of use application.

Community Projects & Improvements

  • Defibrillator Project: Further discussion took place regarding the possibility of locating a defibrillator in the Wilcove Telephone Box, with potential funding through the Coastal Community Initiative and a bid for the Antony Village Hall refurbishment project.
  • Noticeboards: An order has been placed for two new noticeboards at a cost of £800.
  • Antony Play Park: The play park equipment has been installed and paid for from the Solar Panel Park Community Benefit Fund. The repair of a fencing post in the Antony Playpark is also being addressed.
  • Wilcove Telephone Box Library: A proposal to turn the telephone box in Antony into a library was supported by the Councillors.
  • Village Planters: The planters at Antony have been painted, and it was agreed to restock the Wilcove planters with spring plants.
  • Twinning Sign: A new Twinning sign has been ordered and will be installed.
  • Millennium Tree: Replacement roses for the Millennium Tree have been planted.
  • Playground Inspections: An order for the annual playground inspection has been placed, and approval was given to purchase preservative for the play equipment in the Parish.
  • Village Hall Funding: The Council agreed to support the Antony Village Hall project and investigate funding via the Community Interest route.
  • Wacker Quay Funding: Support was approved for the Tamar Community Trust's Wacker Quay funding project, with a £300 donation from the Solar Power Community Benefit Fund.
  • Kayak Rack (Wilcove): An investigation is underway to secure funding for a Kayak Rack in Wilcove.
  • Church Chippings: Councillors Coward and Carter will review the church's request for chippings on site.
  • Footpath Route: The Council discussed the possibility of supporting a Wilcove to Wacker footpath route in the future.

Community Matters

  • Police Report: Two incidents were reported in March (1 Assault, 1 Drunk and disorderly), with no incidents reported in April.
  • Tree Preservation Order (Cove): A Tree Preservation Order for Cove has been denied.
  • Untrimmed Hedges: Hedges at Hollong Park/Road of Abbots Court remain untrimmed, and the Clerk will contact Cornwall Housing.
  • Pengelly Hill Traffic: Concerns about delivery lorries using Pengelly Hill were discussed, and the Clerk will contact the Wilcove Inn Manager to advise against this.
  • Collapsed Wall (Wilcove): Antony Estates has informed the Council that they are handling the collapsed wall in Wilcove.
  • Unstable Tree (Home Farm Land): An unstable tree on Home Farm land in Wilcove will be reported to Western Power.
  • Fly-tipping: Fly-tipping in the Parish was discussed, and the Clerk will seek advice.
  • Property Concerns: The Clerk will write to Cornwall Housing to raise concerns about the state of the garden and external area at 1 Pengelly Close.

Finance Matters

  • Financial Overview: As of May 22nd, 2016, the Council's total receipts were £4,624, and total payments were £2,211.
  • Available Funds: Total funds available in bank accounts amounted to £15,763, which includes £2,601 from Community Benefit Funding.
  • Community Benefit Funding: Concerns were raised that the Community Benefit Funding should be accounted for separately, and the Clerk will investigate setting up a specific bank account for this purpose.
  • Audit: The internal audit is currently being undertaken and is expected to be completed by June 7th. A treasurer's report summarizing 2015-2016 accounts has been prepared for external auditors.
  • Approved Invoices: Invoices totaling £4,098.42 were approved for various services and projects.
