The Antony Parish Council met on Thursday, November 24th, 2022, addressing various community matters, including local infrastructure, public safety, and financial planning for the upcoming year. Key discussions revolved around environmental concerns, the approval of the 2023/24 precept, and ongoing community projects.
Key Community Updates
- Tree Burning Concerns: Following concerns raised by a villager regarding tree burning by Antony Estates causing pollution and wastage, the Council suggested the wood be given to the community for burning. The Clerk will contact the Antony Estate manager.
- Wilcove Jetty No Parking Sign: Paperwork for the original "No Parking" signage has not been located. The Clerk will contact Mr. Burrough for assistance.
- Antony Phone Box: A proposal for Ms. Ellacott to take over responsibility for the phone box was not discussed due to her absence. Councillor Coward will follow up on this.
- Electric Scooters: Concerns about the unsafe use of electric scooters in the village were raised. The Clerk will report this anti-social behaviour to the police when provided with relevant information.
- Mayor of Cornwall Consultation: The Council expressed opposition to an additional layer of bureaucracy for Cornwall and will communicate these views to the Chair of Cornwall Council.
Community Projects & Initiatives
- Defibrillator Installation: The defibrillator is awaiting installation at The Wilcove Inn. Councillor Shepherd will organise this.
- Wilcove / Antony Play Area: The decision to purchase additional play equipment for the Antony play area has been deferred until the 2023/24 financial year. Councillor Murray will obtain eco-friendly matting.
- Wilcove Moorings: Discussions are ongoing for a new lease with Antony Estates. The Wilcove Moorings Association will continue to administer these moorings, with Councillor Knott as the Parish Council representative. A decision is deferred until the new lease is provided (expected March 2023).
- Pengelly Hill Proposed Footpath: R.W. Carters has not yet replied to a request regarding a document for the Ministry of Defence (MOD) concerning this proposed footpath. Councillor Knott will follow this up.
- Antony Church Floodlighting: The Council agreed to make a donation of £100 towards the electricity cost for floodlighting the Antony Church. Councillor Coward recused herself from this decision.
Roads & Safety
- Tregantle Yellow Lines: Cormac is still waiting for a contractor to paint the lines.
- Fly Tipping on Wilcove Foreshore: Two areas of waste material were found on the beach. Biffa refused to remove it as it is on private land. The Clerk will write to Antony Estates, the landowner, to request removal. Councillor Shepherd has volunteered to remove the waste near the bench.
- Wilcove '20 is Plenty' Scheme: The Clerk has completed the necessary paperwork for this community network highways scheme proposal.
- Antony School Lane: Cormac has cleared this lane to a high standard.
- Road Safety Plans: There was no update on the highways plan for a road crossing in Antony and Antony School road safety plans.
- Tregantle/Military Road Junction: An on-site meeting was held on November 7th with Cormac, Antony Estates, and councillors. The junction was identified as a safety concern, and Cormac will undertake a full review.
- Antony Hill Algae: Algae and a slippery surface on Antony Hill have been reported to Cornwall Council.

The following planning applications were discussed:
- PA21/11939 (Pengelly house) - Approved by Cornwall Council.
- PA22/01537 (Antony house) - Approved by Cornwall Council.
- PA22/02877 (Antony house) - Approved by Cornwall Council.
- PA22/03665 (Antony house) - Approved by Cornwall Council.
- PA22/09346 (Trevol road Dog walking field) - Validated on November 17th, 2022.
Financial Matters
- Precept 2023/24: The Council agreed to set the 2023/24 Precept (the portion of council tax collected by the Parish Council) at £14,000. The draft budget was amended to increase election provision, and the Clerk will apply for the Precept.
- Asset Register: The 2022/23 Asset Register Report, valuing the Council's assets at £46,066, was reviewed and approved.
- Solar Community Benefit Fund: The report was reviewed and approved. As of November 26th, 2022, the fund had £3,235.87 available. Expenditures from this fund in 2022-23 included support for Wilcove defibrillators, Tamar Conservation Trust, Wilcove gardening club, Antony trees, Rame Community Fund, and Antony Church floodlighting, totaling £3,454.16.
- Income Received: The Council received £1971 from HMRC as a VAT refund since October 2021, and £100 from St John Parish Council for ICT use.
- Payments Approved: Payments totaling £2,890.29 for October and November 2022 were reviewed and approved.
- Overall Financial Position (as at 26th Nov 2022): For the financial year 2022/23 up to November 26th, total receipts were £16,774 and total payments were £14,008, resulting in £22,305 carried forward.
