The Antony Parish Council met on November 28th, 2017, addressing a range of local matters including community projects, planning applications, and an important decision regarding the parish precept for the upcoming year.
Key Decisions & Planning Updates
- Planning Approvals: Planning applications for 5 Pengelly Park, Wilcove (PA17/07153) and Ruins, Antony (PA17/08906) were both approved.
- Enforcement Notice at 4 Pengelly Park: An enforcement notice has been issued by Cornwall Council regarding an alleged business operation from a residential property. The Parish Council notes this is a matter for Cornwall Council.
- Yonderberry Jetty: Planning permission for this project was approved in 2016.
- Precept Increase: Councillors agreed to increase the Parish Precept for 2018/19 to £10,500 to cover normal expenditure, with all councillors in favour.
Community Projects & Local Amenities
- Antony Church Chippings: The Council is still awaiting a response from Paul Allen of Cornwall Council regarding this matter.
- Flooding near Coach House: Councillor Coward is following up on issues with flooding.
- Playground Equipment: Full permission from Antony Estates is still pending for the installation of new playground equipment. The Clerk will contact Antony Estates. Minor repairs to the Antony playground are to be carried out by Councillors Lobb and Pidgen.
- Antony Planters: Councillors Lobb and Coward will purchase shrubs for the planters.
- Wilcove Moorings: The Mooring Association has paid fees for 2017/18. No reply has been received from Antony Estates regarding staggering fees.
- Hedges at Wilcove: No reply has been received from Antony Estates regarding hedges.
- "No Dogs" Signs: Signs have been erected in Wilcove, and Councillors Lobb and Pidgen will erect signs in Antony.
- Defibrillator: Installation of a defibrillator is still under consideration.
- Abbotscourt Hedges: Hedges of allotments have been cut back.
- Solar Community Benefit Fund: The Council discussed establishing a footpath from Wilcove to Wacker, potentially funded by this fund. The Clerk will arrange a meeting with Council members and Tremayne Carew – Pole.
- Grit Bins: Councillors Carter and Shepherd will check if the grit bins are full.
- Pengelly Park Parking: Concerns about safety issues related to parking. The Clerk will contact Paul Allen for a site visit and discussion on options.
- Bollards in Antony: Complaints have been made that the bollards are not visible at night. The Clerk will seek guidance from P Allen Cornwall Council.
- Noticeboard Maintenance: Councillor Pidgen will varnish the Antony noticeboard in the Spring.
Important Community Engagements
- Rame Transport Group: A poster will be created by the Clerk to ask for villagers interested in joining the Rame Transport Group to contact the Parish Council.
- Boundary Commission Changes: Plans to absorb Antony Parish Council into Torpoint East in 2020 are being considered. The Clerk will prepare a poster asking parishioners for comments on these plans. Councillor Trubody has been requested to attend the Antony Parish Council meeting on January 9th, 2018, to discuss this and affordable housing.
- Affordable Housing: Councillor Trubody and Simon Ryan of the Peninsula Trust have been requested to attend the Antony Parish Council meeting on January 9th, 2018.
Financial Review
- The Summary Finance Report and Bank Reconciliation Report were reviewed and accepted by the Council.
- Payments to the total of £1,428.52 were approved by the Council.
Public Safety Updates
- Police Incidents: No incidents were reported in September 2017.
- Nuclear Incident Leaflets: Leaflets regarding nuclear incidents have been received.
- Dangerous Mooring: The Clerk is following up on a dangerous mooring issue.
