The Antony Parish Council met on October 13th, 2015, in the Village Hall, Wilcove. Discussions focused on significant community initiatives, local planning matters, ongoing village projects, and the council's financial planning.

Key Decisions and Updates

  • New Parish Council Website: The council approved the creation of an official Antony Parish Council website (.org domain), which is expected to be live by the end of November. Funding for the first three years is secured to ensure compliance with Transparency legislation, with the initial year's cost being £400 for design, training, and support, plus an annual hosting fee of £67.50.
  • Paperless Planning Applications: The transition to paperless planning applications is confirmed. Cornwall Council has provided £700 for necessary equipment and training, with the new system anticipated to go live in April 2016.
  • Wilcove Sign: A new sign has been erected in Wilcove. The council will monitor potential future planning implications related to its location.
  • Antony Church Steps: Following an inspection, the church steps have been confirmed as safe for public use.
  • Tree Preservation Order (TPO): The Tree Preservation Order at 67.15b has not been renewed because existing covenants already cover its protection.
  • Neighbourhood Watch Signs: New Neighbourhood Watch signs have arrived and are in the process of being delivered.
  • Antony Playground: Repairs to existing playground equipment were scheduled for completion by October 13th, 2015. A proposal for purchasing additional play equipment will be reviewed at the next meeting.
  • Wilcove Planter: The Wilcove planter has been kindly filled with bulbs and plants by Councillor Shepherd.
  • Pengelly Hill Traffic Issues: The council is actively addressing concerns about traffic on Pengelly Hill. An onsite meeting with Cornwall Council representatives will be arranged, and a "No HGV" sign will be erected.
  • Antony Transport Issues: Discussions with Cornwall Council are ongoing regarding the junction at Antony. Due to recent accidents, the council is considering funding speed beacons, with the Clerk following up on this matter.
  • Wilcove Inn Bonfire Request: Following issues from last year's event, the council is seeking advice from Torpoint Town Clerk to clarify its liability regarding the Wilcove Inn bonfire.

Planning Applications

  • New Application PA15/08254 (Garage, Homeleigh, Sunwell Lane, St. John): The council agreed not to oppose this application.
  • Jetty Planning (36.13 53.14): The next stage of the planning process for the jetty involves consulting with Torpoint Town Council. Interested parties are encouraged to register their concerns directly on the Planning Portal.
  • St. John Wind Turbine Proposal: St. John Parish Council has expressed strong opposition to this proposal.

Community Matters

  • Wilcove Telephone Box: The proposal for a book and jigsaw swap centre within the telephone box is still awaiting a response.
  • Replacement Noticeboards: The council is still awaiting a quote for replacement noticeboards.
  • Audit Report Review: No parishioners contacted the Clerk to review the council's accounts or audit report during this period.
  • Hollong Park/Road of Abbots Court Hedges: These hedges remain unattended.
  • Cornwall Fire and Rescue Consultation: Information regarding the Cornwall Fire and Rescue consultation was distributed for residents who wished to participate.
  • Antony/St. John Parish Solar Power Park: No progress or correspondence has been received on this project since October 2014. The Clerk will send a recorded delivery letter to request a status report.
  • Wilcove Moorings Beach Issue: There is some subsidence on the beach, and the Clerk will obtain a copy of the lease agreement from Antony Estates to determine responsibility.
  • Neighbourhood Plan: The Neighbourhood Plan has undergone slight amendments and rewording. The next meeting for its approval and submission is scheduled for October 19th at 6:00 PM.
  • Cluster Parking Enforcement: Discussions are continuing regarding additional traffic enforcement visits on a Rame cluster basis.
  • Tregantle Car Park: The council is investigating the possibility of leasing the Tregantle car park, which could be a profitable acquisition for Antony Parish Council.
  • Wilcove Magazine: Councillor Coward will contribute an article to the Wilcove magazine.
  • Dog Fouling: Councillor Coward will speak with Sir Richard Carew Pole regarding ongoing issues with dog fouling near Antony House.

Finance Matters

  • The monthly financial report and bank reconciliation were reviewed and signed.
  • The council has begun preparations for the 2016/17 budget. The Precept, which is the amount the council requests from council tax, will be agreed upon at the next meeting in November. The forecast carry forward for April 2016 is £11,182.
