The Antony Parish Council met on October 19th, 2016, to discuss various community matters, including local amenities, financial updates, and ongoing village projects.

Key Decisions & Updates

  • Defibrillator Project: The Council decided not to pursue the project to place a defibrillator in the Wilcove Telephone Box, citing statistics showing poor outcomes from the use of defibrillators in Cornwall.
  • Telephone Box for Library/Tourist Information: The Council approved Mrs. Ferguson's request to use the Antony telephone box as a library and tourist information point, agreeing to finance the project up to a maximum of £100.
  • Policies Review: Standing orders, financial regulations, and the financial risk assessment were all ratified during the meeting.

Community Projects & Actions

  • Noticeboards: Replacement noticeboards have been collected. Councillor Coward will arrange for the Wilcove noticeboard to be erected, and Councillors Pidgen and Lobb will install the Antony noticeboard within the next 14 days. Councillor Shepherd will obtain additional locks.
  • Playpark Maintenance: Councillors Pidgen and Lobb will organize the repair of the fence at the Wilcove/Antony Playpark. Councillor Pidgen will also purchase treatment for the play equipment.
  • Antony Church Chippings Path: Councillor Coward is in negotiation with Cornwall Council regarding remedial action for this muddy and slippery access path, which is regularly used by children attending the school. An update is expected at the next meeting.
  • Dangerous Brambles (1 Pengelly Close): The Clerk will contact Cornwall Housing regarding the dangerous brambles, and Councillor Coward will investigate the issue further.
  • Carew Arms External Lighting: Mr. Carew Pole is investigating options for dimming the external lights.
  • Roadside Weeds in Antony: The Clerk will contact Cornwall Council to request that the roadside weeds be addressed. Councillor Coward will also explore the possibility of employing the Torpoint road cleaner for a one-off clean-up.
  • Neighbourhood Plan: The Neighbourhood Plan is currently undergoing a formal 6-week consultation with Cornwall Council before it is ratified by Parliament.
  • Rame Peninsula Road Layout/Parking Initiative: The Clerk will request an update on the road feasibility study with Councillor Trubody.
  • Wilcove Planters: It was agreed to ask the Wilcove Gardening group to plant the planters, with the Parish Council agreeing to pay for the plants. The costs will be reviewed at the next meeting.
  • Wilcove Jetty Hedges: Councillor Carter will follow up on the overgrown hedges at Wilcove Jetty, some of which are the responsibility of CMMC.
  • Overgrown Plants/Hedges:
    • The Clerk will contact Antony Estates regarding overgrown plants on the path outside Ivy, Rose, and Elm Cottages, as well as hedges overgrown on the outside of the Antony allotments.
    • The Clerk will contact the occupants of Claderick House to request they trim back overgrown plants on the road.
    • The Clerk will report the "Polehole" adjacent to Rosary Cottage, Wilcove (PL11 2BQ) to Cornwall Council.
  • Footpath Network Initiative: Councillor Coward will invite Councillor Richards from St. John Parish Council to the next meeting to explain a proposed footpath network initiative for Antony to consider.

    • Total Receipts Year-to-Date: £7,470
    • Total Payments Year-to-Date: £9,209 (including £2,712 for Solar funding community benefit items)
    • Total Bank Accounts recorded: £13,012
    • Parish Council funds available (excluding Community Benefit funding): £12,279
    • Community Benefit funding available: £733
  • Payments Approved: Payments totaling £464.22 were approved, including the Grant Thornton audit fee (£120.00) and clerking fees (£344.22).
