The Antony Parish Council met on October 20th, 2020, to discuss various community matters, financial updates, and ongoing projects. Key discussions included progress on local amenities, planning applications, and decisions regarding village finances for the upcoming year.

Community Projects & Services

  • Wilcove Community Playground Matting: The council is awaiting recommendations from a recent inspection report.
  • Wilcove Footpath Sign (Horson to Antony Drive): Work is pending the digging of a foundation hole. Councillor Shepherd will seek a quote from Carter Excavations.
  • Woodland Walk Signs: Delayed due to COVID-19 restrictions, awaiting a meeting of the Wca. Councillor Knott will follow up on this.
  • Memorial Bench for D Pidgen: Councillor Bulmer has obtained a quote for the bench and will now secure an invoice and contact Carter Excavations for quotes on digging the footings.
  • Antony and Crafthole Circulatory Scheme: This scheme will not proceed as part of Cornwall Highways' work for 2020/21.
  • Woodland Trust Trees Scheme: 105 trees are expected to arrive in November 2020. Councillor Shepherd will identify suitable locations and obtain approval from Antony Estates, hoping to get community help with planting, while observing COVID-19 restrictions.
  • Relocation of Bus Bay in Antony Village: Discussions are delayed as the Local Transport Group has not convened due to COVID-19 restrictions.
  • Website Update Requirements: Western Web hopes to complete necessary compliance changes by the end of November.
  • Pengelly Close Property Issues: The situation at a property in Pengelly Close has deteriorated, with cars and equipment now on grass verges. The Clerk will report this to Cornwall Housing again.
  • Antony Play Area Improvements: The Parish Council noted the excellent work completed by Carter Excavations.
  • Wilcove Moorings Boat: Mr. Martin has assured council members that the boat will be relocated once his work on it is complete.
  • Wilcove to Wacker Path: Investigation into this footpath is delayed due to Torpoint archives being closed because of COVID-19. The Clerk will pursue this with Will Trinnick of Antony Estates.
  • Wilcove Litter: Councillor Shepherd confirmed that the local pub is emptying the bins daily, addressing previous litter concerns.
  • Pengelly Hill Footpath: The footpath has been strimmed and is being used regularly by local residents.
  • Tregantle Parking Issues: Councillor Bulmer has submitted a bid to the Cluster Network Group, with a decision expected at a December 2020 meeting.
  • Wilcove Jetty No Parking Signs: Councillor Knott will obtain a quote for signs to prevent parking at the jetty.
  • Replacement Grit Bins in Wilcove: Councillor Shepherd has obtained a cheaper quote for grit bins and will advise the Clerk of the supplier.
  • Community Assets in Antony Parish: A proposal to designate the Carew Arms, Village Hall, and play area as Community Assets could not proceed due to insufficient local support.
  • Overhanging Hedge Near Ivy Cottage: Will Trinnick will organize the trimming of these hedges.
  • Speeding Car from School: Residents reporting speeding incidents should report them directly to the Torpoint police officer.
  • Antony Cemetery Responsibility: Councillor Coward will contact the vicar to ascertain ownership or responsibility for the New cemetery. The Clerk will also follow up with Cornwall Council.

Planning Applications

  • Whitehall Farm: The application has been refused.
  • 19 Cove Meadow Pontoon: A revised application has been submitted, and the Parish Council is asked to review the changes and add any comments by November 9th, 2020.

Financial Matters

  • Wacker Quay Funding: A donation of £300 from the Solar Benefit Fund was approved for the Tamar Community Trust, benefiting the Wacker quay area used by many local residents.
  • Clerk's Salary: The annual increase for the Clerk's salary for 2020/21 was approved, and it was agreed that additional leave could be taken as pay.
  • Financial Resilience: The Council discussed setting specific reserves: £100 per year for ICT equipment and £1,500 per year for replacing play equipment and village benches.
  • Precept 2021/22: The precept for the 2021/22 financial year has been set at £13,125.
