The Antony Parish Council convened on October 23rd, 2019, to discuss various matters affecting the community. Key topics included updates on local amenities, ongoing village projects, planning applications, and financial approvals, providing villagers with important insights into council activities.

Key Updates & Resolutions

  • Pengelly Hill Sign: The council is still awaiting action from Cormac regarding the Pengelly Hill sign. The Clerk will follow up.
  • Noticeboards: An invoice for the Antony Noticeboard is currently awaited.
  • Wilcove Community Playground: New handles have been fitted to existing play equipment. The issue of removing safety matting is still outstanding, and Councillor Carter will obtain a quote for this work.
  • Maryfield House Overgrown Bushes: These bushes have now been cut back.
  • Dogs in Wilcove Play Area: A "no dog fouling" sign has been erected in the Wilcove Play Area.
  • BT Cable, Antony Playground: This issue has been resolved.
  • Wilcove Footpath Sign: The Clerk will contact Cornwall Council to arrange the delivery and placement of a sign for the footpath from Horson to Antony Drive.
  • Parking on Antony Hill: It was reported that a car causing obstruction was not considered an issue and did not impede pedestrians.
  • Antony Defibrillator: A request was made to install the newly acquired defibrillator in the Antony Phone box, which received no objections. The Village Hall has raised funds to cover its maintenance contract. Members agreed to monitor the situation in Antony with a view to possibly pursuing a defibrillator for Wilcove at a later date.
  • Wildflower Field Maryfield: Councillors will monitor this initiative.

Community Projects & Initiatives

  • Rame Cluster Traffic Regulation Order: This matter will be addressed at the Network Cluster Meeting on October 30th. Councillors Shepherd, Carter, and Lobb are scheduled to attend.
  • Wilcove Playground Hedge: Councillor Coward will continue to pursue this matter with Antony Estates.
  • New Councillor Vacancy: An advertisement has been approved for circulation on village noticeboards, inviting parishioners to apply for a replacement Councillor. Applications are due to the Clerk by November 8th, 2019. A committee meeting to review applications is arranged for November 12th at Whitehall Farm.
  • Antony Estate Updates:
    • There will be no firework display at the Wilcove Inn this year.
    • Coppice and scrub clearance has taken place at Caradon View. Antony Estates has applied to Cornwall Council for approval, though the Parish Council currently has no knowledge of this specific application.
    • The Estate is in the process of seeking pre-planning advice for 6-8 new properties designed to be in keeping with the village's size and character.
    • Antony Estate has expressed willingness to support the planting of additional trees in Wilcove village, in conjunction with an initiative from the Women's Institute (WI).
  • Antony Speedwatch & Highways Safety: A meeting with Sherryl Murray MP clarified that accidents on the A374 are mostly due to driver error, not speed, and the road surface is up to standard. The Community Network Panel will discuss this issue on October 30th. There may be funding available for portable speed signs and chevrons to help reduce speed. Councillors Carter, Lobb, and Shepherd will attend, and the police will monitor the situation.
  • Climate Emergency: Clare Rushton, on behalf of the Rame Peninsula Beach Care group, requested that the Parish Council consider declaring a Climate Change Emergency, in line with Cornwall Council and many other parish councils.

Planning Applications

The council reviewed several planning applications, with the following notable approvals:

  • PA19/01026 15 Pengelly Park
  • PA19/02109 Hillcroft Antony
  • PA19/00388 Antony House Kitchen
  • PA19/06910 22 Hollong Park

Regarding PA19/08049 (19 Cove Meadow, Wilcove), residents raised questions about the application, which proposes 19 moorings. While the Parish Council considered this outside its direct remit for further discussion, Councillor Carter agreed to attend a meeting with residents in his capacity as a local resident. The Parish Council had already submitted its official comments to Cornwall Council. Mr. Baker, the applicant, clarified that only 4 local parishioners currently use the existing pontoon, and access via his rear gate is for personal use. He does not anticipate increased footfall and had not considered how access would be obtained if the property were to be vacated.
PA19/08719 (Freathy Solar Farm) is a resubmission, and Mr. Carew Pole confirmed he would investigate it urgently.

Police Incidents

The following incidents were noted for August 2019:

  • Hollong Park: 3 incidents related to violence or sexual nature offences.
  • Ferry Road: 3 incidents of anti-social behaviour.
  • Pengelly Park: 1 incident of Arson/Criminal damage.
    The Clerk will research a web link for Councillor Shepherd to report neighbourhood watch incidents.

Finance Matters

  • The Management Report and payments for September/October 2019 were reviewed and approved. Total payments amounted to (£966.39), covering items such as clerking fees, grass control, bus shelter rent, graveyard maintenance, and playground equipment.
  • Councillors will consider items of expenditure for the 2020/21 budget at the Precept setting meeting in December.
