October 30th 2024
The Antony Parish Council Meeting was held on Wednesday, October 30th, 2024, at Wilcove Community Hall. The agenda included updates on various ongoing community projects and financial matters. There were no members of the public present during the public forum section of the meeting.
Key Updates & Decisions
- The minutes from the meeting held on September 12th, 2024, were reviewed and unanimously approved.
- An updated Financial Regulations policy was unanimously approved by the full Parish Council.
- Antony Play Area: Repairs in the Wilcove play area have been completed. Further repairs are still required at the Antony play area, and Councillors Murray, Lobb, and Bulmer will obtain estimates and schedule these. Councillor Lobb will also investigate installing an additional piece of play equipment.
- Wilcove Phone Box: Maintenance work is needed, and Councillors Murray and Bulmer will get a quote for the necessary refurbishment.
- Noticeboard in Antony: Councillors Murray and Bulmer are tasked with obtaining a quote and organising the installation of a new noticeboard.
- Wilcove Moorings Lease: Antony Estate is preparing a lease for negotiation with the Wilcove Moorings Association and the Parish Council. Councillor R Knott will follow up on this, with the lease due for review in March 2025.
- Unsafe Trees in Antony: Antony Estate is currently awaiting quotes for the required safety work on trees.
- Pengelly Hill Cycle Path/Walkway: Antony Estate is seeking funding for this project.
- Antony Crossing / Bus Stop: The new crossing is completed and appears to have slowed traffic. There are ongoing issues with the new bus stop, including concerns about dangerous overtaking. Councillor Bulmer will attend the Rame Transport Group AGM to request the removal of a second bus stop on Antony Hill to create much-needed local parking, as the current stop is deemed a dangerous resting point for buses.
- Coombe Hill Hedges: Councillor Murray will monitor untrimmed sections and report them using the Cornwall Council Report It portal.
- Church Lane Hedges: Councillor Knott will report overgrown hedges to Cornwall Council via their portal, and the Clerk will report to Antony Estates. A response from Councillor Ewert regarding waste lorries is awaited.
- Dog Waste Signs, Dispensers, and Bags: Installation is awaiting completion in both villages. Councillors Murray and Bulmer will install these.
- Parish Council Website: Members agreed to move the Antony Parish website onto a .gov.uk domain and set up a new email address for the Clerk. The Clerk is to obtain a quote for this work.
- Planning Application PA24/07929 (Antony Dwelling): The Council unanimously agreed to support this application, as concerns about access were addressed by the applicant.
- Hollong Park Tree: The Clerk will follow up regarding a tree thought to belong to Antony Estate that has fallen into a garden at Hollong Park.
Financial Matters
- Payments for October 2024 were reviewed and unanimously approved by the full Parish Council.
- The Solar Community Benefit Fund report was reviewed, noting no change in its balance as of October 30th, 2024.
- The Asset Register was reviewed and approved, with a new noticeboard added, bringing total assets to £48,544.
- All remaining funds have been transferred from Barclays Bank to Unity Trust Bank. Councillors Bulmer and Murray are pending registration for internet banking.
- A draft budget proposal for 2025/26 and the precept will be reviewed and potentially approved or amended at the next meeting.
