October 9th 2018

The Antony Parish Council met on October 9th, 2018, to discuss various matters
impacting the community. Key topics included updates on local amenities,
financial approvals, planning decisions, and ongoing village issues.

Community Updates & Projects

  • Wilcove Grating and Safety Mirror: Installation of the purchased
    Wilcove grating and a new safety mirror is pending. Councillor Carter
    will organize the grating installation, and Councillor Shepherd will
    handle the mirror's installation.
  • Playground Repairs: Necessary repairs to equipment in both play areas
    are in progress, with Councillor Carter providing materials. A separate,
    more extensive repair quote was deemed excessive.
  • Wilcove to Wacker Footpath: The Council is exploring a proposed
    footpath between Wilcove and Wacker. While Antony Estate generally
    supports promoting healthy lifestyles, current land use constraints mean
    this project may not be achievable until 2021. Mr Rideout will investigate
    a proposed route.
  • Wilcove Potholes: Most potholes in Wilcove have been repaired, with
    the exception of a large one at the bottom of Pengelly Hill, which the
    Clerk will follow up on.
  • Yonderberry Cottages Refuse: The Clerk has communicated with Cornwall
    Housing regarding this issue, and councillors will continue to monitor
    the situation.
  • Speed Warning Lights: The Council decided against purchasing solar speed
    warning devices due to cost. However, Antony village has been registered
    for a Cornwall Council scheme providing temporary warning lights, with a
    six-month waiting list.
  • Wilcove Newsletter: The newsletter is now available on the Antony Parish
    Council website.
  • Tregantle Car Park Proposal: The Peninsula Trust outlined a proposal
    to take over Tregantle Car Park, intending to develop it with a café, surf
    shop, and work units, and allow free parking. The Council will consider
    this further and provide feedback at their next meeting.
  • Cove Meadow Tree Preservation Order: Residents are raising concerns
    about trees in Cove Meadow and intend to apply for a Tree Preservation
    Order. The Council fully supports this, and the Clerk will write to CMMC
    in support.

Local Planning & Estate Matters

  • Rural Barns Planning Application: The Council has supported the
    planning application recently made by Antony Estate for Rural Barns.
  • Wilcove Flooding Issues: Flooding in Wilcove has been attributed to
    restricted farming practices under the Land Stewardship Scheme, leading
    to increased runoff. Antony Estates are currently restricted from finding
    old drainage channels to alleviate the problem.
  • Antony Farm Plans: Long-term plans involve relocating Antony Farm from
    the village to allow the land to be used for economic benefit by the Estate.

Community Safety

  • Police Incidents: Reports included two instances of anti-social behaviour
    in May (Pengelly Park and Antony Estate Car park), and two instances of
    violence and sexual offence in June (Pengelly Park) and July (Cove Meadow).

Finance Matters

  • Solar Benefit Fund:
    • £300 was approved for the Tamar Trust Fund's Wacker Quay project.
    • £220 was approved for Scott Dickens to strim Antony Graveyard.
    • Councillors will investigate if the Wilcove Woodland Walk needs financial
      support.
    • Current available funds from this fund are £6,059.20.
  • Payments Approved: Total payments amounting to £3,039.62 were approved,
    including the Clerk's salary and expenses for October.
