The Antony Parish Council met on September 30th, 2022, to discuss various community matters, approve finances, and address ongoing projects impacting the village. Key discussions included updates on local amenities, traffic management, and significant community funding initiatives.

Key Decisions & Actions

  • Condolence Letter for King Charles III: Following the accession of King Charles III, the Clerk was tasked with providing copies of the condolence letter sent to Buckingham Palace to Councillor Shepherd and Councillor Bulmer.
  • County Councillor Ewert's Report: A report was received and approved, which included a proposal for Cornwall Council to support residents during the current cost of living crisis.
  • Defibrillator Installation: The defibrillator for the Wilcove Inn is still awaiting installation. The Clerk will organise a meeting to discuss its completion.
  • Antony Play Area Fence: As Antony Estate has not addressed the fence, the Parish Council agreed to undertake this repair work.
  • Wilcove / Antony Play Area Equipment: Discussions regarding protection around play equipment and quotes for additional equipment have been deferred until after the playground inspection report is completed.
  • Mount Edgecumbe Car Festival Traffic: Concerns were raised about traffic chaos during the car festival. The Clerk will write to the Friends of Mount Edgecumbe to request changes to traffic controls for future events.
  • Wilcove Speed Limit Reduction: The Council agreed to apply for funding to reduce the speed limit in Wilcove from 60mph to 30mph. The Clerk will complete the necessary paperwork.
  • Wilcove Phone Box Management: It was agreed that the Wilcove phone box is a valuable community asset. The Women's Institute (WI) will continue to manage it, with an annual review. The Clerk will inform the WI of this decision.
  • Antony School Lane Tree: Councillor Ewert has agreed to urgently address concerns about a decayed tree in Antony school lane.

Community Projects & Services

  • Tregantle Parking Issues: Double yellow lines are due to be painted imminently to address parking concerns.
  • Wilcove Jetty No Parking: Cornwall Council has designated the Wilcove jetty area as a turning space only, and a new no parking sign has been erected.
  • Back Lane Wilcove: Issues concerning Back Lane, Wilcove, have been reported to Cornwall Council.
  • Wilcove Moorings: The issue regarding boats on the foreshore at Wilcove moorings has been resolved, as the boats have been removed.
  • Pengelly Hill Footpath: The Parish Council needs to submit formal plans to the Ministry of Defence (MOD) for approval of the proposed footpath scheme. Councillor Shepherd will contact R.W. Carters for assistance.
  • Antony Tree Concerns: Antony Estates have agreed to review all trees in Antony and provide feedback to the Parish Council.
  • Highways Inspection Report: No actions were required by Cornwall Council following a recent site visit regarding the highways inspection.
  • Wilcove Tree Removal: Several trees have been removed in Wilcove near Cove Meadow.
  • Fly Tipping on Wilcove Foreshore: Instances of fly tipping have been reported to Cornwall Council and will be addressed by Biffa.

Finance & Funding

  • Payments Approval: Payments for July to September 2022 were reviewed and approved by the Council.
  • Asset Register: The Parish Council's asset register is valued at £46,066, and defibrillators have been included in the insurance coverage.
  • External Audit: The Annual Financial and Governance statement for 2021-22 was approved by Pkf Littleton.
  • Solar Community Benefit Fund:
    • Total funds available as of August 31st, 2022, were £3,535.87, with £1,485.43 allocated to Antony and £2,050.44 to Wilcove.
    • Expenditure for 2022-23 included £2,800 for Wilcove defibrillators, £300 for Tamar Conservation Trust, £100 for Wilcove Gardening Club, and £104.16 for Antony trees.
  • Income Received:
    • A donation of £500 was received from S. Huggins for the Pengelly Hill project.
    • A successful bid secured £500 from Councillor Ewert's Community Chest fund, also for the Pengelly Hill footpath scheme.
    • A claim for £1971 has been made to HMRC for VAT paid since October 2021.
  • Bank Reconciliation: The bank reconciliation report was reviewed and approved. Total funds available as of September 22nd, 2022, were £23,124.61.

Planning Applications

  • The Planning report was reviewed and approved by the Parish Council.
