Community Updates & Projects
- Antony Playpark Fencing: Maintenance work has been completed.
- Antony Church Chippings: A quote of £4,500 has been received for the work, and the Council is exploring potential part-funding from Cormac.
- Pengelly Close Sign: The sign has not yet been moved, and the Clerk will follow up with A Drake.
- Yonderberry Cottage: The Clerk will contact Cornwall Housing regarding rubbish removal and construction issues, suggesting it is their responsibility as landlord.
- Playground Equipment: An application for grant funding will be submitted via Tesco and Groundwork South West.
- Antony Planters: Councillor Lobb is tasked with purchasing new plants.
- Traffic Issues: It has been confirmed that no funding is available from Cormac for traffic improvement works in Antony.
- Footpath Maintenance: The Council decided not to take on responsibility for footpath maintenance as part of the Local Maintenance Partnership (LMP) offer.
- Playground Inspection Report: Both playgrounds have low-risk items needing attention. Councillors Lobb and Pidgen will remove items beyond repair and undertake other necessary repairs.
- Abbotscourt Hedges: The hedges of the allotment field require trimming. The Clerk will contact Antony Estates.
- Wilcove Moorings Contract: Antony Estates has proposed a nearly 50% increase in the fee. Councillor Carter will liaise with the Mooring Committee, and the Council will review this at the next meeting.
- Dangerous Mooring (Wilcove Lake): The Clerk will contact the mooring owner to ensure it is properly bedded.
- Parking Issue (Antony Hill): This issue will be reported to the Police.
- Nuclear Incident Safety Leaflets: The Clerk will order more leaflets.
- Hedge Maintenance (Wilcove): The Clerk will write to Antony Estates to request they recut the hedge entering Wilcove.
- Village Signs: Councillor Shepherd will arrange for "No dog / Dog litter" signs in Wilcove and provide some to Councillor Lobb for Antony.
- Defibrillator: Wilcove Inn is fundraising for a defibrillator. Councillors will discuss whether to contribute from the Community Benefit Fund or install one themselves with a contribution from the pub.
- Bonfire Event (Wilcove Inn): The Clerk will contact Mr Donlin to inquire about plans for this year's event and request relevant paperwork.
Planning Applications
The Council reviewed the following applications:
- PA17/04993 Antony House, Ferry Lane, Wilcove: Withdrawn.
- PA17/03731 Ferrymans Cottage, Ferry Lane Wilcove: Approved.
- PA/17 06573 Fir Cottage, Antony: Approved, awaiting Cornwall Planning decision.
- PA17/07153 5 Pengelly Close, Wilcove: Approved, awaiting Cornwall Planning decision.
Finance Matters
The financial report for 2017/18 as of September 1st, 2017, was reviewed.
- Overall Financial Position: Total funds available for the Parish Council (excluding the Solar Community Benefit Fund) were £7,161.74. The total funds available including the Community Benefit Fund were £10,657.74.
- Receipts: Key receipts included £3,500 from Precept (50% of budget) and £360 for website transparency funding (72% of budget). Total receipts received to date were £4,103 against a budget of £8,291.
- Payments: Significant payments included £1,360 for Antony Grass control (88% of budget) and £1,069 for Wilcove Grass control (74% of budget). Total payments made to date were £4,925 against a budget of £10,496.
- Solar Field Community Benefit Fund: The fund has an available balance of £3,436 as of September 1st, 2017. Expenditure from this fund included £300 for Tamar Community Trust Wacker quay project, £60 for Wilcove Gardening Club, and £60 for Antony Planters (awaiting invoice/receipts).
- Approved Payments: A total of £2,822.91 in payments were approved for various services including grass control, churchyard maintenance, clerking, and website fees.
Police Incidents
Two incidents were reported in the parish:
- One incident of drug-related behaviour in May 2017.
- One incident of anti-social behaviour in June 2017.
The Council reviewed and approved the bank reconciliation report. The Clerk has been tasked with preparing the budget for the next meeting.
